    GENERAL FUNCTION:       

    Work directly with the BSA Officer, this position will be responsible for providing program support for the BSA Officer and Department regarding the Bank Secrecy Act, USA Patriot Act, Currency Transaction Reporting, Customer Information Program and Office of Foreign Assets Control.  This individual will regularly communicate with the BSA Officer.  The primary duty would be to assist the BSA Officer in monitoring the Bank’s compliance with Anti-Money Laundering (AML) laws and recognize suspicious activities related to money laundering, terrorist financing and illegal activity; assuring system controls, quality controls review and monitoring are in place based on industry standard and regulatory guidance methods in order to maintain on a daily basis the Bank’s compliance with the BSA Program and assist the BSA Officer with setting the strategic vision of the BSA Program.  

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

     

    The following is a list of essential functions, which may be subject to change at any time and without advance notice. Management may assign new duties, reassign existing duties, or eliminate a function.

    1.  Manage the BSA Department. Assist the BSA Officer to ensure that all department monitoring, investigation, data validation, reporting and recordkeeping functions are performed.
    2. Assist the BSA Officer in acting as an escalation point for the BSA department in order to resolve issues (cases, alerts, etc.) Work on complex issues where analysis of situations or data requires an in-depth evaluation of variables. 
    3. Ensure overall compliance with Bank Secrecy Act/Anti-Money Laundering Regulations by conducting transactional testing, conduct BSA training when required, review CTRs for completion and submission (as needed); perform monthly OFAC checks.
    4. Using software and reports, identify higher risk customers for enhanced due diligence. Assist the BSA Officer in ensuring the maintenance of accurate and complete records on the Bank’s high risk customers including documentation of enhanced monitoring.
    5. Assist the BSA Officer in providing in-house training and mentoring for new team members, including the NICE-Actimize system, the Bank’s BSA Policy, the BSA department’s investigation procedures, the specific functions assigned to the BSA/AML/Prepaid Analysts and CTR/SAR/UAR preparation.
    6. Provide assistance to all employees regarding interpretation and implementation of BSA, related federal regulations and the BSA Policy.
    7. Ensure the timely screening of the Bank’s customer base in response to FinCen’s bi-weekly 314(a) requests and the maintenance of records supporting results in compliance with regulatory requirements.
    8. Ensure the timely performance and documentation of the annual review of the Bank’s exempt customer list in compliance with FinCEN regulations and provide the results to the BSA Officer.
    9. Assist the BSA Officer in performing periodic quality assurance testing of the Bank’s AML software and rules to ensure accurate and effective monitoring.
    10. Be knowledgeable on all aspects of the Bank’s BSA Program and be prepared to answer questions from all departments and Bank staff regarding these requirements.
    11. Comply with the requirements of OFAC, the FBI’s Control List and USA Patriot Act, as applicable.

     

    SUPERVISORY RESPONSIBILITIES

    • Manage, coach, evaluate and develop BSA team members.
    • Track performance and development of department through training and coaching.

    • Proficient with Microsoft products with strong skills in internet-based and system-based research techniques, e-mail communications and ability to learn other related software applications as required.

    • Excellent communication skills required (oral and written).

    Required Experience

    • Minimum of five years-related financial industry experience in a senior BSA/AML role. Must have a strong background in Bank Secrecy Act regulations and requirements.
    • Minimum of Bachelor’s Degree in Business.
    • Knowledge of banking processes, products and banking regulations; experience with money service businesses and prepaid card activity, preferable.
    • Experience with financial intelligence tools and resources to detect suspicious activity. Experience with the NICE-Actimize system preferable.
