    Job Description:

    Lead analysis activities for large and complex projects and strategic initiatives (significant organizational change, high risk/cost/visibility, where the results impact several departments and even external stakeholders).

    Capture FAA Acquisition’s current state details such as key limitations and problem areas, network and services architecture, relationship of information technology to business objectives, existing budget and investment plans, known constraints, and analysis of key strengths, weaknesses, opportunities, and threats.

    Discover and capture gaps and constraints that will impact Acquisition’s mission execution including items such as budgetary limitations, required training and staffing, dependencies to ongoing initiatives, hardware and software lifecycle requirements, and estimated required investment.

    Documentation of requirements, alternatives, recommendations, specifications, configuration changes, test scenarios and test results.

    Collaboratively work with the Acquisition Systems Planning and Modernization Manager to develop an approach to capture all systems and processes in the Acquisition Systems Portfolio.

    Assist in identifying Acquisitions drivers and objectives, key internal divisions and branches, stakeholders, decision makers, and roles. In addition, must identify any known regulatory compliance requirements and any key performance indicators (“KPI”) to measure progress and impact to the plan.

    Knowledge, Skills & Abilities:

    Proficient in analysis activities and capable of applying theoretical body of knowledge, including the ability to apply a variety of standard and advanced analytical techniques and tools.

    Extensive knowledge of business issues and processes as well as IT resources and enabling technologies.

    Ability to make decisions in accordance with established policies, guidelines and standards.

    Skilled in the use of advanced analysis, facilitation and consultative techniques and tools and the ability to apply them in multiple settings of significant complexity.

    Excellent verbal and written communication skills including the ability to effectively consult with stakeholders on a diverse range of IT activities.

    Strong organizational skills with the ability to multi-task, manage time effectively, and handle tight deadlines.

    Ability to work with confidential and proprietary information using utmost discretion

    Excellent oral and written communication skills.

    Strong interpersonal skills and the ability to work effectively with others.

    Minimum qualifications:

    Bachelor’s Degree + 12 relevant years, Information systems, business systems, management information systems, IT Management, other IT degrees are required. Engineering, math, and science degrees are acceptable substitute degrees.

    Formal certification in the area of expertise is desirable.
