    Purpose

    The Program Manager of GWAC/IDIQ Business Development leads the business development function to exploit the IDIQ/GWAC contract vehicles that the Company currently has, in particular, the CIO-SP3, 8a Stars II, HCATS, and OASIS contract vehicles. This position reports directly to the Chief Operating Officer (COO). The individual is responsible for developing and guiding winning strategies for key business opportunities under task orders on these vehicles, utilizing/developing deep domain knowledge of the customers, and in-depth understanding of the unique capture and proposal requirements needed to win business.Responsibilities include (but are not limited to):


    Perform as the leader, providing the necessary leadership and guidance to achieve and surpass revenue, profit, growth targets, and increase win rates.

    In collaboration with the CEO/COO and other BD executives, oversee the development and implementation of growth strategies on the IDIQ/GWAC vehicles.

    Develop growth strategies and roadmaps that encompass the full range of Rigil’s capabilities offered to our customers.

    Collaborates with division management, and/or Program Managers to gather the information and data required to develop task order win strategies.

    Identifies and qualifies task order opportunity leads.

    Establishes initial customer contacts and assesses and reports competitor capabilities.

    Continuously feed market intelligence to the CEO/COO regarding upcoming task order bidding opportunities.

    Collaborate with the CEO/COO and other key members of the organization in the implementation of key business development and marketing communications strategies specifically for the IDIQ/GWAC vehicles.

    Develop, maintain, and leverage relationships with key customer decision makers and acquisition officials.

    Execute on vision, drive business results, and strategic growth in a highly competitive environment.

    Active “hands-on” leader in capture and proposal development, strategic solution development, and marketing communications for IDIQ/GWAC vehicles.

    Identify, attract, and retain high quality people of diverse backgrounds who bring along other high quality people to build an exceptional organization.

    Effectively prioritize and work independently.

    Action-oriented, and client-focused to drive for results and deliver on new business growth goals and win rates

    Experience:

    Proven reputation of establishing and maintaining credibility, and influencing senior levels of Government customers and Industry partners.

    Experience functioning collaboratively in cross-functional teams

    Ability to successfully communicate with and influence customers, corporate executive management, and other employees at all levels.

    Demonstrated capability to lead organizations focused on execution and growth, and build and sustain customer intimacy at the highest levels. A personal style which encompasses a consultative approach to customer relationship management.

    Minimum qualifications

    Bachelor's degree or higher in a relevant business, technical, or professional field of study.

    Background should include ten (10) years of demonstrated successful experience in providing prior Business Development leadership on IDIQ/GWAC vehicles.

    Knowledge of Federal business acquisition process and the Federal Acquisition Regulations (FAR).

    Extensive knowledge of strategic planning, business development, capture, and proposal best practices.

    Demonstrated success in qualifying opportunities and winning within the Government market space.

    Proven leadership, strong organizational management skills, and ability to operate independently.

    Strong interpersonal skills including ability to actively listen, read audiences, and quickly identify key issues and areas of need.

    Excellent writing and public speaking skills, including strong presentation and proposal writing capabilities, and ability to actively assist capture and proposal teams in the completion of compliant and compelling proposals that perfectly address the needs of the customer

    Sound business judgment and strong operational acumen

    Strong demonstrated leadership abilities and experience.

    Excellent oral and written communication skills.

    Ability to travel, as needed.
