Rincon Consultants, Inc. is seeking a TALENT ACQUISITION MANAGER who will define, design, and deliver recruiting strategies for our technical, administrative and leadership positions for our environmental sciences consulting firm. The position will report to the Chief People Officer and will be a key member of the Human Resource Leadership Team, helping to shape and drive strategy around people engagement, sourcing and attracting talent to the organization.
With one direct report to assist with offer letter preparation and onboarding, the Talent Acquisition Manager has the primary responsibility for the full recruiting lifecycle to include actively sourcing passive candidates, building talent pipelines, negotiating offer pre-close and filling newly created and/or vacant positions with high quality candidates to ensure the organization meets its business growth objectives.
WHAT DO YOU GET TO DO IN THIS POSITION:
FULL-CYCLE RECRUITMENT
- Perform full-cycle recruiting, including all aspects of the talent acquisition process: application and resume review, phone screens, in-person interviews, candidate tracking, and communication with candidates and hiring managers. Source candidates and drive selection methods for all levels of positions.
- Manage metrics and perform cost analysis on time to fill.
- Seek and drive process improvement to meet business and diversity objectives.
- Manage talent acquisition process in accordance with federal, state and local regulations, as well as company policies and serve as a subject matter expert on this subject for Hiring Managers.
- Lead intern program through the development and fostering of strategic, key relationships with universities throughout the state of California.
- Manage vendor relationships.
DIVERSITY AND INCLUSION
- Responsible for designing, developing and implementing recruitment strategies focused on diversity and inclusion.
- Lead the use of relevant and progressive sourcing strategies (i.e., networking, social media, digital tools, etc.) to actively seek out talent at all levels who embody our core values and reflect the diversity of our audiences.
- Champion diversity and inclusion awareness.
COLLABORATION
- Partner with internal stakeholders at all levels to create and promote programs to cultivate and develop a diverse talent pathway and support the strategic goals of the organization.
- Work collaboratively with internal stakeholders to coach, provide expertise, support, and training on talent acquisition principles, guidelines, procedures and best practices.
- Provide guidance and data insight to help attract high performing talent.
- Partner with HR colleagues (including but not limited to D&I, payroll, compensation, benefits, and HR generalists) to own the talent acquisition process for assigned areas of the company.

REQUIRED QUALIFICATIONS:
- Bachelor’s degree in HR or related field required (equivalent experience may be considered)
- At least 5 years of in-house (corporate) recruiting experience required
- Track record of accomplishments that show how work environments were improved during tenure.
- Strong computer skills and intermediate-to-advanced proficiency in Microsoft programs (Word, Excel and PowerPoint)
- ATS experience with JazzHR preferred
