    VICE CHANCELLOR OF STRATEGIC INITIATIVES AND EXTERNAL AFFAIRS

     

    JOB ANNOUNCEMENT

    River Parishes Community College (RPCC) is accepting applications for the full-time, unclassified position of Vice Chancellor of Strategic Initiatives and External Affairs

     

    QUALIFICATIONS

    Bachelor’s degree required; advanced degree preferred. Five or more years of executive-level professional leadership experience in education or management, preferably in workforce or economic development. Demonstrated experience in building successful partnerships with business and industry, designing innovative educational pathways, management of multiple teams at various locations, and fundraising.

     

    JOB SUMMARY

    Under the supervision of the Chancellor, the Vice Chancellor of Strategic Initiatives and External Affairs has the primary responsibility for providing strategic leadership, direction, and management for all efforts related to non-credit and training, all major programs and activities designed to enhance the advancement and development of RPCC, and a complex portfolio of federal grants, state and local grants, local business funds, and special project funds. The Vice Chancellor is also responsible for providing administrative leadership over Workforce Development & Economic Development, the RPCC Foundation, Carl Perkins, and WorkReady U initiatives. In addition, this position is responsible for cultivating, securing, and maximizing non-state resources and overseeing internal and external communication.

     

    RESPONSIBILITIES

    ·         Provide strategic guidance and leadership for all major programs and activities designed to enhance the advancement and development of the College. Areas of programmatic responsibility include Workforce & Economic Development, Carl Perkins, and WorkReady U initiatives, Advancement, and External Affairs.

     

    ·         Leads the implementation of the college’s strategic initiatives and special projects in concert with the RPCC Chancellor’s Cabinet.

     

    ·         Develop, implement, manage, and evaluate non-credit educational services and programs that address the needs of local, regional and state businesses and industries.

     

    ·         Work collaboratively with the Vice Chancellor of Academic Affairs to implement, manage, and evaluate educational services and programs that address the needs of local, regional and state businesses and industries.

     

    ·         Interact with businesses, industry, chambers of commerce, and economic development entities to expand existing partnerships and encourage new ones. Represent RPCC in the business community.

     

    ·         Interact with diverse community groups, facilitating new partnerships and outreach and maintaining existing relationships.

     

    ·         Develop and maintain working relationships with the RPCC Foundation board, advisory boards, alumni, faculty and staff, external contacts, and volunteers. To include maintenance of a rigorous schedule of contacts with corporation and individuals, creating “moves management” plans related to them, and building compelling presentations and comprehensive fundraising proposals.

     

    ·         Support the Chancellor in their resource development initiatives.

     

    ·         Provide leadership and oversight to secure maximum grant funding through the submission of strong, well-written, well-placed grants and partnership activities.

     

    ·         Prepare, recommend, and administer the budget for the division and its departments, and remain informed on sources of income, especially federal and state aid, to support it.

     

    ·         Develop and implement strategies to secure year-to-year increases in participation and support for the college.

     

    ·         Develop annual departmental and program budgets. Monitors budget versus actual revenue and expenses. Develops and implements contingency plans as needed.

     

    ·         Manage and coordinate the development of educational services to support local economic development initiatives by collaborating with area economic development agencies to develop business recruitment and expansion strategies.

     

    ·         Plan, develop, and implement innovative partnerships with business and industry in the community to foster a supportive economic development environment including contract and community education.

     

    ·         Collaborate with the administration and faculty on the academic side of the college to joint ventures in the development of new workforce programs to enhance workforce development.

     

    ·         Routinely attend special events and actively promote program activities at all campuses.

     

    ·         Routinely represent the college with local councils, police juries, chambers, workforce investment councils, economic development organizations and other regional, municipal, or local government entities/organizations in order to best position the college for support throughout the greater River Region.

     

    ·         Ensure the integrity of their office and its personnel in working with all populations.

     

    ·         Enthusiastically support their colleagues as a member of the Chancellor’s Executive Committee.

     

    ·         Actively lead, engage in and promote the college Internal Giving Campaign and successor campaigns.

     

    ·         Manage the constituent management system (Sales Force) for all assigned accounts ensuring that goal setting, stewardship, and reporting requirements are met to sustain successful partnerships by thoroughly detailed records of solicitation.

     

    ·         Oversee a complex portfolio of federal grants, state and local grants, local business funds, and special project funds.

     

    ·         Monitor all academic grant activities including submissions and contracts, ensuring that faculty and staff are aware of policies regarding grants and any requirements or changes required by the grantor from start to finish.

     

    ·         Ensure grant proposals are developed and submitted in accordance with college procedures and policies.

     

    ·         Works collaboratively with institutional effectiveness to support accreditation and continuous quality improvement initiatives at the college.

     

    ·         Provide leadership of the divisions’ marketing activities to create awareness of the utilization of credit, noncredit, and WorkReady U educational services.

     

    ·         Provide professional leadership and supervision in recruiting, developing, and appraising staff members within the area of delegated responsibility.

     

    ·         Oversight of strategic planning efforts related to assigned programs.

     

    ·         Serve on various college committees as assigned.

     

    ·         Other duties as assigned.
