General Summary
The Manufacturing Procurement Specialist oversees the purchasing of technical goods and services for Rochester Electronics. The Procurement Specialist has very detailed knowledge of the equipment, materials, and supplies used in Rochester processes, systems, and components. They will be responsible for evaluating suppliers and negotiating purchase agreements with them, as well as maintaining the inventory of supplies.
Responsibilities
- Facilitate technical and quality reviews of engineering needs and technical products to identify, and cost-effectively source, equipment and material to support the products.
- Respond to departmental engineering and operations procurement inquiries, including interpreting engineering specifications and generating strategies for project/system implementation.
- Review quotations and contracts and highlights any areas of concerns to authorized signatory.
- Develop procurement and purchasing procedures, and revisions to those, in support of department goals.
- Provide timely, value-added reports and analyses that measure performance, drives initiatives, and highlights trends, risks and opportunities in an ongoing effort to increase overall sales productivity and achieve company revenue goals; create ad-hoc analyses to solve business problems.
- Communicate professionally with external vendors via in person meetings, phone calls, and e-mail as to price negotiation, order placement, shipping status and tracking, and delivery.
- Leverage performance monitoring and analysis to support production capacity goals in purchasing material and equipment.
- Assist in resolution of technical problems in accordance with established procedures and available vendor documents (including but not limited to: Nonconformance Evaluations, Operability Determinations, and Quality Level determinations).
- Perform analysis, calculations, and develop designs in support of the assigned facility and engineering programs and projects; report and present same to management and stakeholders.
- Provide support on a range of products and services to internal departments and externally to customers.
- Resolve and/or escalate issues to appropriate levels of management in a timely fashion.
Other Duties & Responsibilities
- Performs additional duties, as assigned.
- Contribute to Plant Modification packages from described desired solution or from described issue.
- Conduct field walk-downs in and around the facility as needed for job duties and for general Engineering observations and adeptness.
- Participate in industry forums and trade association meetings to stay abreast of technological and other developments in assigned technical areas.
- Provide guidance and mentoring to less experienced Engineering personnel in the performance of duties. Including recommendations as to what engineering methods should be used.
Qualifications
- A.S. degree required, in an engineering or scientific discipline or other related professional degree; Bachelors degree or higher helpful; or other equivalent combination of education and experience.
- A minimum of 5 years prior in semiconductor assembly performing buyer, procurement, costing, and/or acquisitions, or other related experience in a manufacturing environment required.
- Prior data or statistical analytic experience with proven high level of accuracy.
- Experience with material requirements planning (“MRP”) and ERP systems is a plus.
- Demonstrated understanding of contract review processes, negotiation, customer service, and related skills required.
- Excellent written and oral communications skills with both internal and external partners.
- Capable of independent initiative and diligent follow-up while keeping well-organized with attention to detail.
- Able and willing to travel, expected less than 5% of time.
- Able and comfortable in a cleanroom production environment, ESD awareness, gowning, background noise, and locations where various temperature and material/chemistries are used.
