    SUMMARY:

    The Chief Operating Officer (COO), System administers, directs and coordinates all administrative, clinical, medical and regulatory activities of Rogers Memorial System (RMH).

     

    The COO ensures that all corporate and systems-based services operate in compliance with The Joint Commission, Centers for Medicare & Medicaid Services and all other regulatory agencies that provide compliance oversight services for the System. Ensures financial best in class operations is achieved through strong budgeting and expense management.

     

    JOB DUTIES & RESPONSIBILITIES:

    • Co-develops System policy by preparing, presenting and reviewing strategic plans, short and long term goals and objectives, financial operations and clinical effectiveness and overall performance against goals.
    • Develops progressive System of operation and accountability, integrating best practice operational excellence and Lean healthcare methodology to ensure the effective and efficient operations of the system to ensure system-wide quality is adhered to for:
    • Affordability
    • Financial targets
    • Clinical and operational quality
    • Staff engagement
    • Patient engagement
    • Working with line of service operational executives, develops budget to meet System operational goals from admissions to discharge including related expenses to achieve targets. Responsible for overall hospital operations budget and service lines excellence for Inpatient, Residential and IOP/PHP.
    • Represent the System to regulatory agencies, and internal departments and committees.
    • Ensures continuity of the system-wide patient care areas by overseeing adherence to system policy and procedure; quality standards of patient care and services; human resource operations objectives and fiscal responsibilities.
    • Utilizing a One Rogers approach, develop and foster effective collaboration across inpatient, residential and outpatient lines of service, including clinical departments, medical staff leadership, and other services within the hospital, to ensure an integrated approach to providing care and fulfilling the hospital's employee and patient goals and objectives.
    • Co-develops and implements strategies to support overall employee engagement and well-being to increase staff capabilities across the lines of service.
    • Supports System growth initiatives from guiding the facility build out process through on-going operational support.
    • Works across system and in partnership with Facilities executive leader to ensure facilities are best in class to ensure strong patient care and strong staff engagement. Works with development team to ensure buildings are expanded according to plan and budget.
    • Take all responsible steps to lead System in compliance with applicable laws and regulations. Leads the System with review of, and prompt action on, reports and recommendations of authorized planning, regulating and inspecting agencies. Adherence to compliance ensures strong patient outcomes and positive patient experience.
    • Demonstrate understanding of Joint Commission and other regulatory agency compliance regulations by various methods of ongoing learning and application of standards relevant to the System.
    • Participate in System committees, meetings and team projects while ensuring continuity with System activities.  Uses positive, solution-focused approach, while adhering to quality improvement principals.
    • Manage staff by promoting a team environment through interacting with staff in an emotionally intelligent and positive manner. Incorporates System resources in potentially sensitive employee-related situations for positive win-win resolution. Interacts with staff promptly when incidents arise that may be a detriment to their performance or to the System. Uses internal and external development tools to develop staff for near- and long-term opportunities within the System while using employee evaluation components as a basis for development discussions.
    • Build lasting external relationships to create a professional network and advance the System and develop their skills.

     

     

    EXPERIENCE NEEDED

    • Master’s degree from an accredited college or university required, preferably in behavioral health, healthcare administration or business or leadership.
    • Required minimum of ten (10) years senior leadership experience in behavioral health.
    • Must be fully vaccinated for Covid unless approved for a medical or religious exemption.
