    We are currently searching for a Scientific Analyst, Senior who will support the Munitions Export License Application (MELA) office at Bolling AFB, which manages Air Force acquisition munitions export applications and applicable regulatory information. This will facilitate/support reviews and recommendations on the control of critical technology.

     

    MELA reviews and develops Air Force positions in response to direct commercial sales (DCS) export licenses submitted by U.S. industry, based on service foreign disclosure policies and inputs from Acquisition Program Management Offices (PMOs).

     

    MELA helps to implement foreign disclosure policies while supporting Air Force acquisition programs that rely on the authorized export or import of military technology

     

    The tasks for this position include but are not limited to:

    • Analyze and assess DCS licenses or re-transfers to prevent international transfer of S. military technology when such transfer is not in the best interests of the United States. Proposed exports may include hardware, technical data, or defense services and involve technical assistance agreements, manufacturing license agreements, distribution agreements, and foreign person employee licenses.
    • Analyze commodity jurisdiction (CJ) determination requests submitted by U.S. industry and the U.S. Government to determine the appropriate regulatory jurisdiction and proper U.S. Munition List (USML) or Commerce Control List (CCL) categorization for a (Air Force-related) commodity or service.
    • Analyze and assess the effect of unauthorized exports of hardware, technical data and defense services on U.S. national security and Air Force programs of record.
    • Maintain and apply current knowledge of U.S. Government export regulations, including the International Traffic in Arms Regulations (ITAR) (22 CFR Parts 120-130) and the Export Administration Regulations (EAR) (15 CFR Parts 730-774).
    • Research and applyU.S. Air Force foreign disclosure policies and maintaining knowledge of such policies.
    • Researching precedent cases (licenses, CJs, etc.) and evaluating the applicability of those precedents to cases currently under consideration.
    • Interface with various U.S. Air Force personnel (including PMOs, research laboratories, and foreign disclosure officials (FDOs)) to provide awareness of license requests, CJs, and disclosures; and to solicit and incorporate their input to recommendations submitted to SAF/IA.
    • Draft clear, concise, and accurate written summaries of each case (license, CJ, etc.), highlighting the relevant background information and the recommended course of action, with appropriate justification for the recommendation.
    • Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.

    Active Secret Clearance.

     

    Masters’ Degree in Science, Engineering or relevant technical discipline

     

    10 years of experience working defense acquisitions or export licensing/technology transfer issues.
