    GENERAL DESCRIPTION:

    We are looking for a Technical Manager to join our team. This person will assist Director and V.P of Department to respond to requests for technical assistance, relating to compliance with international conventions, codes and other instruments. Assists Vessel Certifications Department is responding to requests regarding telecommunications.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Receive, review and respond to requests on technical issues, including exemptions, equivalencies and dispensations. Research applicable requirements and recommend eligibility for approval.

    • Execute and monitor programs implemented by the Administration, such as authorization and quarterly invoicing of various service providers, including Lifeboat Service Providers, IHM Expert Companies, Electronic Record Book Companies.

    • Manage IMO fuel oil consumption + CII verification program and SEEMP review and approval, including quarterly invoicing for same.

    • Prepare and communicate Flag Administration determinations on exemptions and dispensations to ship owners, ship managers and classification societies.

    • Assist in oversight of Recognized Organizations (ROs), including attending quality audits.

    • Assist in analyzing Classification Societies/ROs, flag state and port state performance to ensure effective and efficient delegation of statutory responsibilities. Identify and recommend areas for improvement and communicate with representatives.

    • Assist in monitoring communication with ship owners, ship managers and Classification Societies to ensure accurate and timely responses to inquiries.

    • Coordinate regular meetings with Classification Societies, including Annual formal meeting between Administration and recognized Classification Societies.

    • Monitor communication with ship owners, ship managers and Classification Societies to ensure accurate and timely responses to inquiries.

    • Monitor and review new and/or amended international Conventions, Codes and other instruments on a regular basis and prepare updates/revisions of Administration regulations and guidance to ensure proper and timely application.

    • Assist in oversight policy on telecommunications requirements of the IMO and ITU, Radio Station Licenses in coordination with Vessel certifications Department.

    • Conducts audits and or inspections onboard vessels as required.

    • Assists other Departments, as may be needed..

    • Performs other duties and projects as required.

    Experience, Education and Certification

    • Bachelor of Science Maritime Transportation/Engineering or equivalent Technical degree or experience.

    • Licensed senior deck or engineering officer.

    • Licensed Master or Chief Engineer preferred.

    • Experience as a port and/or flag state inspector, or class society surveyor preferred.

    Knowledge, Skills and Abilities

    • Able to read, understand and interpret Maritime Law. Maritime Regulations, and International Maritime Conventions, Codes and instruments, including: SOLAS, MARPOL, LOADLINES, STCW and the ISM, ISPS, LSA, FSS, IBC, BC Codes, ISO 9000.

    • Familiar with construction and operation of ships and mobile offshore drilling units.

    • Speak and understand English

    • Excellent English writing skills.

    • Proficient knowledge of Microsoft Office application and use of general office equipment

    • Familiar with ISM code, ISPS code and ISO-9000

    • Well developed interpersonal and communication skills

    • Ability to work in a team environment
