    We are seeking an Acquisition Workforce Program Analyst – Senior to support SAF/AQH (Office of the Assistant Secretary for Acquisition, Acquisition Career Management). AQH is the Air Force focal point for integrated management of the acquisition workforce across all functional areas. It is responsible for leading the Acquisition Professional Development Program, including implementing programs and policies, develops, reviews, and coordinates policy and strategic plans for the Air Force acquisition workforce. It is also responsible for managing the acquisition training office and funding to achieve strategic objectives for the workforce; career field management for scientists, engineers and acquisition program managers; management of SAF/AQ - assigned personnel including fill actions for civilian and military positions in coordination with the Air Force District of Washington (AFDW) and the Air Force Personnel Center (AFPC); management of the Acquisition Demonstration (AcqDemo) program; and the military officer management level review (MLR) promotion processes for SAF/AQ; SAF/AQ unit awards program, oversight of SAF/AQ manpower and support Contractors.

    The Acquisition Workforce Program Analyst will directly support HAF level actions regarding acquisition workforce Human Capital Strategic Planning and legislative actions for workforce issues.

    The tasks for this position include, but are not limited to:

    • Assisting in human capital strategic planning for the Air Force acquisition workforce. Provide expertise on workforce management issues. Workforce analysis includes actions to ensure retention and development of competent and skilled professionals in acquisition positions and supporting technological areas. Making recommendations on establishment of workforce goals, hiring objectives, and the formulation of program direction.
    • Reviewing and providing data to assist in preparation for legislative hearings, briefing packages and read-aheads, Congressional staffer visits, and other events to ensure an integrated and consistent Air Force position in response to Congressional questions, issues, and requests for information on assigned program/portfolio.
    • Analyzing acquisition workforce statutes, draft legislation, and policy and develops recommendations in coordination with Army, Navy, and DoD offices engaged in acquisition career management policy development and guidance.
    • Developing and implementing acquisition workforce briefings for MAJCOM, Air Staff, and other component personnel. Briefings ensure maintenance of support for proactive workforce management practices and policies.
    • Developing policies for effective use of acquisition workforce development funds including tracking, distribution, and management of funding allocations. Monitor use of funds within the DoD components and develop creative policies to ensure the consistent and future-oriented development of the workforce.
    • Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.


    Qualifications:

    • A master’s degree in a relevant discipline.
    • At least 10 years of relevant workforce analyst experience, to include at least four years of experience working on workforce management, training, or career field management.
    • Deep familiarity with DoD acquisition workforce and functional career field force development.
    • DoD acquisition career field supporting workforce subject matter.
    • Quick study and proactive.
    • Works independently and produces results while customer is on travel, busy in meetings, etc.


    Work Experience Substitutions:
    12 years of relevant work experience may be substituted for a MA/MS degree.
    BA/BS degree plus 8 years of relevant work experience may be substituted for an MA/MS degree.
