  • Responsibilities

    SUMMARY: Under the supervision of the Director of Finance, the General Accountant performs a variety of accounting tasks such as invoice preparation, audit and monitoring support, maintaining journals and ledgers, and preparing financial records and reports as assigned.

    DUTIES AND RESPONSIBILITIES:

    1. Adheres to the mission of SERCO.
    2. Prepares the monthly invoices, expenditure, and variance reports for timely submission to the South Texas Workforce Board.
    3. Processes and supports related costs in advance of monthly invoice preparation (i.e., credit card payments, travel costs).
    4. Responsible for preparing correcting and recurring journal entries. Posts transactions to general ledger ensuring inclusion of necessary documentation in accordance with corporation policies and procedures.
    5. In coordination with the Finance Manager, responsible for the strict adherence to the cost allocation plan in accordance with corporate policies and government regulations.
    6. Responsible for maintaining assigned general ledger accounts and the preparation of reconciliation reports.
    7. Assist with monitoring review and audits, as needed, providing requested supporting documentation, responding to inquiries, and resolving issues to ensure timely completion. Conduct internal contract desk reviews to ensure budget and contractual compliance.
    8. Assist in preparing budgets and budget revisions; analyze actual financial performance compared to budget (i.e., actual-to-budget forecast).
    9. Generates financial reports and statements; conducts research necessary to resolve discrepancies and distributes information to appropriate individuals.
    10. As needed, responsible for providing on-site fiscal technical assistance to the South Texas Workforce Board and local One Stop centers.
    11. Responsible for performing other duties, as assigned.

    JOB QUALIFICATIONS:

    1. Bachelor’s degree from a four year accredited university or college with a degree in accounting, business administration, or related field required. CPA or Master’s Degree preferred.
    2. Four (4) years of experience in general accounting, audit, fiscal management, and/or government accounting, preferably in the non-profit sector. TWC/Workforce Board experience preferred.
    3. Knowledge of WIOA, TANF, SNAP, E&T, and other pertinent regulations and procedures.
    4. Knowledge of GAAP and other applicable accounting procedures.
    5. Interpersonal skills necessary to effectively communicate and build professional relationships with employees and auditors.
    6. Ability to multi-task. Quickly and accurately, shift attention among multiple tasks under distracting conditions without loss of accuracy or appearance of frustration.
    7. Ability to work independently to handle pressures related to meeting deadlines and completing tasks requiring concentration.
    8. Comfortably and confidently, use a computer and specialized software to maintain accounting records. Proficiency in MS Office (Word, Excel, Outlook) as well as accounting software; knowledge of MIP preferred.
    9. Excellent verbal and written communications skills.
    10. Must be willing to work a flexible schedule, evening and/or weekend hours when required.

    SPECIAL REQUIREMENTS:

    1. Must possess and provide a valid Texas Driver's License and Automobile Liability Insurance as required by the State of Texas.
    2. Must have access to reliable transportation in order to travel within service area.

    PHYSICAL REQUIREMENTS: The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. Must have physical ability to occasionally sit in one position for extended periods of time. This is a largely sedentary role.

    WORK ENVIRONMENT: This job operates in a normal office environment with little discomfort due to noise, dirt, dust and the like. This role routinely uses standard office equipment such as computers and phones. Fast paced, mentally demanding, and will be in constant communications.
