    Job Description

    Plans, organizes, coordinates and schedules the programming of all local government meetings cablecast on Metro Cable 14 – a local government channel in the County of Sacramento. Channel 14 is operated by the Sacramento Metropolitan Cable Television Commission.

    DUTIES MAY INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

     

    • Participates in a team capacity with the Production Director, Multimedia Technician, and Technical Coordinator to record and cablecast local government meetings, create and post graphics/PSAs, and program video playback server.
    • Schedules government meeting playback dates and times; schedules program playback equipment and monitors server and bulletin board playback accuracy; schedules closed captioning services, online calendars, cable TV menu information, and social media posts.
    • Maintains programming, inventory, and prepares monthly and quarterly statistical reports; prepares status reports on programming activities. Logs weekly meeting durations.
    • Reconciles monthly closed captioning invoices for accuracy of hours of closed captioning services provided for local government meetings and provides transcripts to Clerks as needed.
    • Researches, reviews, and acquires public service announcements and other programming content for cablecast. This involves editing and conversion of video using editing suite and/or production rack.
    • Edits video programs, sets in/out points, and prepares digital files for automatic playback.
    • Processes and uploads video files to YouTube, file sharing drives, and archive server as needed.
    • Develops programming guide and informational brochures; maintains mailing and agency lists.
    • Creates, edits, schedules, and maintains video bulletin board and crawl line announcements – in a lead capacity to the Multimedia Technician.
    • Provides customer service to government staff and officials by answering questions and addressing problems; provides technical guidance for their virtual conference settings and presentations.
    • Trains leads, or provides direction to Production Assistants and Multimedia Technician.
    • Acts as a member of the video production crew, as needed.

    KNOWLEDGE OF:

     

    • Adobe Suite (Acrobat, Photoshop, Premiere, Media Encoder).
    • Microsoft Office (Outlook, Word, Excel, PowerPoint).
    • Google Suite (YouTube, Calendar, Drive, Docs, Sheets)
    • Terminology, methods, practices and techniques of video production, program scheduling, editing and playback.
    • Principles of video production.
    • Operation of computer systems and networks, video production and video presentation systems, including CG (Character Generator) creation and operation.
    • Web design basics, HTML.
    • Principles and practices of personnel management and supervision.
    • Local government functions, processes, and organizations.
    • Local cable television channel operations, rules, and procedures.
    • English language – accuracy with typing, spelling, and grammar.

    ABILITY TO: •Troubleshoot and repair minor equipment problems. •Research various technologies. •Compile and prepare statistical and narrative reports; prepare budget projections. •Communicate effectively, both orally and in writing. •Work under pressure. •Establish and maintain effective working relationships. •Provide leadership to Production Assistants and Multimedia Technician. •Maintain a flexible work schedule, including evenings, some weekends, and split shifts. •Lift and maneuver equipment weighing up to 50 pounds. •Ability to use standard office equipment and specialized video and cable equipment. •Ability to work independently and in a team environment. •Ability to maintain regular and predictable attendance at assigned work location(s). •Ability to travel to assigned locations.

    SKILLS:

    Planning, time management, organizational skills. Reading and writing. Troubleshooting software applications and platforms; strong familiarity with Microsoft Office Suite. Experience with closed captioning, Cablecast video playback server and CG (bulletin board) is preferred. Graphic Design Principles: Creation/modification of graphics, motion graphics, still images. Supervisory skills: Occasionally oversee work of part-time Production Assistants to ensure quality recordings.

    EXPERIENCE AND EDUCATION:

    Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain knowledge and abilities would be: Experience Two years (full-time equivalent) experience in the production, editing and playback of video programs, with experience in text editing (Word and Excel) and/or computer operation.

    EDUCATION:

    A Bachelor of Arts or an Associate of Arts Degree in Communications or other closely related fields. (Additional qualifying experience may substitute for the required education on a year-for-year basis.)

    License or Certificate: Possession of a valid CA driver’s license. Proof of auto insurance.
