Job Description
In this position, you will provide development, database, testing, and help desk support to maintain the operations and implement enhancements to the Organization's custom budget formulation and execution tracking application. The Planning and Resource Information System (PARIS) is a web-based application that serves as the backbone of the Sponsor's Resource Management System. Implemented in two phases (Phase 1 implemented in May 2002 and Phase 2 completed in October 2003), PARIS provides an interactive, collaborative environment for resource managers at all levels of the organization to control, manage, and analyze budget resources throughout the entire life cycle of the budget process.
Work Requirement:
ENHANCEMENTS:
Align with the Sponsor's Enterprise Agile Framework to deliver integrated and tested software. Verification and acceptance of new or improved software functionality by the Sponsor.
Deliver potentially deployable software capabilities in sprint cycles unless modifications are made by the Sponsor. Potentially deployable means that all completed requirements have been integrated into a single build, with a full suite of testing applied to ensure all functionality developed at that point works as designed to the full extent possible, with common-sense exceptions for interdependencies with other portions of the application that have not been developed yet or external dependencies.
OPERATIONS AND MAINTENANCE:
Provide preventative monitoring of the database and identification of database structure and data anomalies
Conducting repair and remedial maintenance to database or data issues
Ensure data imports and exports are occurring accordingly and provide maintenance if anomalies occur
Maintain in-depth core competencies required to meet the tier requirements
Provide onsite production support with coverage between 7am and 5pm Monday through Friday with core business hours of 9am to 3pm Monday through Friday
For critical issues (as defined below), adhere to Sponsor's after hours on-call support response times of 30 minute call back and 2 hour on site response/presence
Provide additional after hours and/or weekend support when required, such as during peak Budget Execution and Planning cycles
Implement compliance activities, including security, financial, and technical
Continue adoption of DevOps and cloud-based tools to increase efficiency of system O&M and reduce labor costs year-over-year
Participate in Change and Configuration Management
Maintain all required infrastructure and software upgrades and/or patches
Maintain system backups, recovery, and continuity of operations planning
Create and maintain Knowledge Articles, self-guided user training materials, and Frequently Asked Questions (FAQs)
Use the existing helpdesk structure and tools
Provide Tier 1, Tier 2, and Tier 3 operational support.
Technologies and languages currently used in the application include but are not limited to:
Cold Fusion
Oracle Database
Weblogic
JAVA
The application tier consists of Apache 2.2.22 and ColdFusion 11 software and the database tier consists of Oracle 11.2.0.4.
The Contractor team shall have the following required skills and demonstrated experience:
Data Engineering skills and a firm understanding of Relational Database concept
Experience with Security best practices and completing the ICD503 process
Software development skills capable of translating user experience into working technical front end modifications
Software development skills capable of writing new and modifying existing Java backend code and services
Software development skills capable of writing new and modifying existing Cold Fusion frontend code and services
Software Quality Assurance/Application testing skills capable of performing functional testing, creating test scripts and documenting test results
Personnel with previous experience in the IC financial services/budgeting domain
Personnel with experience providing instructional and application support to users
Other demonstrated experiences which are highly desired, though not required, include:
