    STGi is currently seeking candidates to support our contract with Federal Occupational Health working as a Regional Registered Nurse Clinic Manager in Bethesda, Maryland. The candidate chosen for this position must have NIOSH AND CAOHC CERTIFICATIONS OR  MUST THE CERTIFICATIONS MUST BE OBTAINED WITHIN SIX MONTHS OF HIRE.

    DUTIES AND RESPONSIBILITIES AS LISTED IN THE CLASSIFIED PD, PMAP, OR COER:

    The Regional Clinic Manager (RCM) provides the first level of oversight for FOH Clinic Operations within designated region. The RCM provides direct supervision to contracted Area Clinic Managers within designated regions and reports directly to the FOH Chief of Clinics (CCS). The RCM ensures clinic and nursing compliance with TJC standards, FOH clinic operational performance, and nursing compliance with FOH Policies and SOPs.

     

    JOB SPECIFIC DUTIES AND RESPONSIBILITIES:

     

    SERVICE OPERATIONS

    Under the oversight of a federal manager, provides oversight of clinic operations in assigned region, to include, but not limited to:

    • Assists CCS in defining site specific scope of work for all clinics, and ensure staffing levels are adequate and congruent with scope;
    • Ensures that clinics comply with appropriate FOH policies and procedures to manage medications, vaccines, equipment, and supplies;
    • Ensures all OHCs have adequate resources for optimum performance/output and meet the terms as stated in IAAs, SOWs, Work Orders, etc.

    Regularly collects summary data reports that relate to clinic operations from ACMS and provides regional reports to CHS in required format and within required timeframe;

    Responsible for opening, moving, closing clinics within assigned region; Coordinates with OPAQ on space design issues, Fiscal team related to funding issues, Account Executive and Operations lead on customer issues and COR for staffing and equipment issues.

    Provides nursing oversight and leadership for contract staff ACM

    Provides assessment and feedback to ACMs on performance at least quarterly based on CHS established metrics

    Ensures 100% of staff has demonstrated competency for defined services under scope

    Develops innovative and effective operational and/or program strategies or procedures for regional clinics to accomplish the objectives of CHS and shares regional strategies with CHS leadership to ensure consistency across CHS and sharing of best practices.

    Performs regular on-site clinic inspections

    Will assess ACM assignments on a quarterly basis to determine that workloads are evenly distributed

    Ensures all new ACMs receive full orientation to perform the duties of their position. May assist in providing orientation on key topics.

    Monitors and ensures that all staff meet the agency specific security requirements

    Provides Deputy Director and Medical Director with all requests for new supplies, medications, equipment. Requests must be submitted with research completed and supporting justification of need

     

    COST RECOVERY

    • Regularly reports on and demonstrates cost recovery at Regional level of responsibility
    • Monitors clinic staff (contract) hours billed in accordance established FOH standard protocol and provide monthly dashboard reports to CHS leadership
    • Responsible for annual budget prep for assigned region in conjunction with finance team

    TJC – QUALITY & SAFETY

    • Responsible for ensuring that all clinic operations comply with TJC standards
    • Participates in annual policy reviews and makes recommendations for changes and updates
    • Identifies needs for new policies, SOPs or LOPs
    • Provides recommendations to standard operating procedures (SOPs) and nursing protocols and competencies as assigned
    • Develops necessary training or communication tools to ensure understanding of all policies and SOPs
    • Performs performance improvement/quality site visits, and reports deficiencies to Deputy Medial Director and Chief Clinic Services, with plan for correction.
    • Performs clinic on-site inspections using FOH's TJC inspection tool
    • Reviews all safety events for region and completes appropriate corrective action/follow up to events. Provides report to Risk Manager.
    • Takes responsibility for tracking and management of all safety events in regions and provides progress report and weekly safety event meetings
    • Participation in performance improvement initiatives as directed by CCS and in collaboration with OPAQ
    • Serves as team lead for ACM positions on accreditation preparation, and assists Deputy Director with training and policy review
    • Prepares Intra-cycle Monitoring and National Quality Indicator reports as directed by the CCS

     

    CUSTOMER SERVICE

    • Identifies customer needs and provides solutions
    • Primarily responsible for the customer experience. Reports any and all customer complaints, significant safety events, staffing and/or other contractual issues, site closures, new business opportunities to Clinical Health Services Director, CC and Deputy Medical Director. Responsible for articulating the external and internal drivers of opportunities and risks in their OHCs
    • Assists Operations Leads in resolving customer issues/complaints
    • Attends weekly AE and Ops Lead customer meeting and visits customers when necessary and as directed
    • Prepares customer satisfaction survey in a summary report for the CCS
    • Collects and aggregates data for customer satisfaction surveys from the clinics
    • Actively promotes the full scope of FOH services provided through CHS and cross sell FOH's other available products and services

    GOVERNANCE

    • Interacts with the agency POCs, FOH leadership, and staffing vendors to address all needs/requests/concerns
    • Participates in FOH Committee Meetings as OHC Representative

     

    STAFFING

    • Offers assistance to improve performance problems or deficiencies through on-the-job training, coaching, and mentoring for contract subordinates. Reports poor performance of contract staff to Federal Manager.

     

    TECHNOLOGY

    • Assists with FedHealth implementation as directed

     

    METRICS

    • Aggregates raw data into standardized reports on clinic quality and performance of OHC teams for the CCS and FOH leadership
    • Assists the CCS with establishing standardized clinic metrics across the organization to improve the efficiency of service
    • Assist the CCS in assessing trends across all clinics and develop innovative and effective operational strategies to improve efficiency of clinic operations and accomplish CHS objectives.
    • Organizes and collects data for data calls and/or other deliverables for assigned region, to include all staff/sites

     

     

    SUPERVISION:

    Reports to Chief of Clinics

     

    SUPERVISORY RESPONSIBILITIES:

    Direct reports include Commissioned Corps Area Clinic Managers and Commissioned Corps Nurse Coordinators. Oversees Area Clinic Managers

    Required Skills

    Minimum Requirements/Knowledge/Skills:

    • Knowledge of principles and practices of healthcare administration of multi-site health care system
    • Maintain a thorough understanding of Federal Occupational Health (FOH) policies and procedures and any changes and updates
    • Comprehensive knowledge of TJC Ambulatory Care Standards
    • Demonstrates SME in the provision and systemic management of all occupational health services provided in FOH clinics.
    • Anticipates and addresses potential problems with service delivery.
    • Experience within the last 5 years working in an accredited organization
    • Microsoft Office software with high proficiency in Word, Excel, PowerPoint. Project and Visio Plus
    • SME of operations of health care clinics, preferably occupational health clinics
    • Excellent writing skills with experience in drafting operational policies and procedures
    • Experience with monitoring and evaluating clinical systems including developing indicators, data collection instruments, compiling data, analyzing data, and creating monitoring and evaluation reports
    • Must have excellent written and verbal communication skills. Must demonstrate an ability to successfully engage a diverse group of people.
    • · Must have good organizational, problem solving and critical thinking skills and the ability to demonstrate organizational and political savvy

    Required Experience

    Minimum Education Requirements/Certification/Licensure/Experience:

    • Must possess BSN and have minimum of 3 years of experience in clinical leadership, or an Associate’s Degree with 5 years of clinical leadership experience. Must have current license in one of the 50 states
    • Graduate from a National League of Nursing (NLN) accredited school of nursing (Diploma, AND, or BSN)
    • A minimum of 2 years of experience in occupational health
    • Council for Accreditation in Occupational Hearing Conservation (CAOHC) Certification for Audiometry
    • National Institute for Occupational Safety and Health (NIOSH) approved Spirometry Course
    • Current CPR/AED for Health Care Professionals certification
