STG International is currently seeking EARLY CHILDHOOD SPECIALIST (ECS) candidates with strong early childhood backgrounds to support our Head Start Training and Technical Assistance team in Region 4. The ECS provides professional expertise in early childhood education and development through assisting Head Start and/or Early Head Start programs with consultation, training, policy and procedure development, and statewide agency collaboration in the areas such as child assessment, curriculum identification and implementation, the Classroom Assessment Scoring System (CLASS), and Dual Language Learners. The ECS will provide intensive on-site training and technical assistance to HS grantees based on ACF Regional Office assignments which will require travel and the ability to work on-site for periods of time ranging from one day to several weeks. The ECS may reside in AL, FL GA, KY, MS, NC, SC, or TN for the position.

RESPONSIBILITIES/DUTIES:
- Serve as a content expert on statewide efforts with other early childhood education entities to assure that Head Start/Early Head Start children are entering school with appropriate skills in language and literacy development, cognition and general knowledge, approaches to learning, physical health and well-being and motor development, and social and emotional development that improve readiness for kindergarten; in accordance with pre-k integration and early care standards.
- Provide technical assistance related to the selection and implementation of ongoing child assessment processes that are age, developmentally, linguistically and culturally appropriate to the population(s) served and inclusive of the domains of the Head Start Child Outcomes Framework.
- Assist grantees in developing the procedures and skills for aggregating and analyzing data obtained through multiple sources including ongoing child assessment, CLASS, child health, PIR, and family engagement data.
- Assist grantees with the selection and implementation of a developmentally, culturally, and linguistically appropriate curriculum.
- Assist grantees in developing and implementing an effective research-based coaching model designed to improve the quality of teacher/home visitor/family child care provider performance, classroom quality, and outcomes for children, including children with disabilities and children who are dual language learners.
- Assist grantees to develop and implement family engagement practices that support family progress as described in the Parent, Family and Community Engagement Framework, including coaching of family engagement staff.
- Provide TTA related to the selection and implement of a parenting curriculum.
- Provide content expertise in implementing national and regional priorities and initiatives.
- Work in partnership with federal Program Specialists to deliver high quality T/TA services to grantees.
- Analyze Head Start data sources including the Head Start Program Information Report (PIR) to determine areas for improvement and recommending technical assistance strategies to address needs in early childhood, staffing and classroom practices.
- Maintain and disseminate a collection of training materials and resources to support Head Start program options, including research and other materials related to birth-to-five theory and practice.
- Participate in meetings including but not limited to National T/TA meetings, Regional Office meetings, team conferences, and one-on-one meetings with the ECS Manager.
- Provide various progress reports including, but not limited to weekly, monthly, and other periodic reports; meetings, events, and technical assistance; Monthly Travel; and quarterly plans for activities and expected outcomes.
- Assist grantees to strengthen transition practices, including building relationships with local preschools and elementary schools.
- Coordinate with Grantee Specialists team members, as directed, for deployment of T/TA service delivery.
- Support emerging OHS initiatives and priorities.
Required Skills
REQUIRED SKILLS:
- Ability to utilize resources, research and available technology to appropriately provide guidance to staff, parents and partners regarding early childhood issues from the Early Childhood Learning and Knowledge Center (ECLKC), National Centers and other Office of Head Start national resources.
- Ability to develop, train and provide presentations to individuals, small and large groups.
- Familiarity with the Improving School Readiness for Head Start Act of 2007, Head Start and Early Head Start Programs, OHS Monitoring Protocols and processes, and knowledge of Head Start Program Performance Standards and Other Regulations as they apply to all facets of early childhood education, family engagement, collaboration, and professional development.
- Understanding of the State Early Learning Standards.
- Knowledge of software systems that hold career training data and child outcome data at the grantee level.
- Understanding of developmentally, culturally, and linguistically appropriate curriculum and assessment.
- Ability to work both independently and in a team environment.
- Sustained concentration and attention to detail and accuracy.
- Ability to prioritize and manage workload and deadlines.
- Excellent analytical and problem solving skills.
- Demonstrated knowledge/education in working with infants/toddlers and/or preschoolers.
- Demonstrated experience working with special populations or children in different learning environments, such as children with disabilities, children who are dual language learners, children in family child care settings, and/or children who are homeless.
Required Experience
REQUIRED EXPERIENCE:
- Minimum of Bachelor’s degree in Early Childhood Education or Child Development
- A minimum of five years’ experience working in a Head Start/Early Head Start program serving young children, i.e. infants/toddlers and/or preschool age children.
- If the highest degree was awarded more than ten years ago, the resume should be specific regarding courses, conferences, seminars that have been attended that ensure you have remained current in the field of early childhood education and/or child development.
- Experience providing training and technical consultation with early childhood and family engagement staff.
- Working knowledge of federal and state regulations governing federal grants, such as the Head Start Program Performance Standards and Head Start Act.
- Demonstrated skill and ability to communicate clearly, both orally and in writing; knowledge of writing plans and reports.
- Demonstrated ability to review, aggregate, and present data gathered from multiple sources.
- Intermediate to advanced level experience with recent versions of Microsoft Suite, such as Word, Excel, PowerPoint, Outlook, and Internet Explorer; ability to use current webinar technology and audio conferencing. Familiarity with Smart Sheets preferred.
- Sufficient flexibility to work on-site with grantees for periods of time ranging from one day to several weeks, at the request of the regional office.
- Obtain and maintain CLASS reliability certification.
- Valid Driver License and access to transportation.
