    Job Description

    POSITION OVERVIEW

    The Human Resources Specialist is responsible for providing support and guidance to Strategix employees including but not limited to the areas of company policies, recruiting, onboarding, providing employment law expertise, and assisting with employee relations issues.

    CORE RESPONSIBILITIES

    • Plan, coordinate and manage personnel services for Strategix staff in collaboration with site management. Recommend new policies and procedures.
    • Respond to employee inquiries regarding performance appraisals, compensation, benefits, training and development, and employee relations.  Escalate issues to the Strategix Site Director and corporate office as needed.
    • Assist with managing the yearly open enrollment process for employees.
    • Coordinate and assist in staff training in collaboration with management and implement organizational and personnel changes as approved by the Strategix site director and corporate office.
    • Maintain the highest level of confidentiality and discretion in handling sensitive employee data.
    • Coordinate the recruitment and screening of applicants; extend approved employment offers and coordinate the processing of all job references for new employees in conjunction with Strategix automated systems including pre-employment screenings, verification of previous employment and educational attain­ment.
    • Incorporate DEI (diversity, equity, and inclusion) practices into all HR functions.
    • Develop and maintain a new employee onboarding process to ensure new hires adjust to the social and performance aspects of their jobs and quickly become productive, contributing members of the organization. Conduct onboarding activities in conjunction with Strategix automated systems including I-9 verifications and training new employees on Strategix applications, policies, and procedures.
    • Oversee implementation and monitoring of the Strategix automated performance appraisal system to include new employee training, management training, ongoing documentation, and mid-year and annual reviews.  Lead the annual calibration process to ensure fair and consistent evaluations and recommend administrative changes in line with appraisal outcomes.
    • Guide management in administering Strategix’s progressive performance coaching policy; forward grievance, discrimination charges, requests for termination and other critical personnel matters to the Strategix site director for review and coordination with the Strategix corporate office.
    • Gather witness statements, documents, notes and other information to write investigatory reports and supporting documentation for worker’s compensation claims as needed.
    • Maintain employee personnel files in compliance with Strategix and Department of Labor (DOL) requirements using hard copy and automated systems.
    • Coordinate ongoing leadership training programs to ensure managers and supervisors are equipped with the appropriate skills to fulfill their duties and maintain safe environments and a qualified and committed staff.
    • Prepare and submit annual DOL plans including staff training, incentives, and affirmative action plans as needed and guide management in ongoing compliance.
    • Develop and monitor the annual staff training program to fulfill PRH-mandated training within budget limitations in collaboration with site management.  Create and maintain training logs of staff attendance and participation in required trainings.
    • Ensure compliance of relevant employment laws, including but not limited to FLSA, ACA, FMLA, HIPAA, COBRA and ERISA.
    • Monitor and comply with all DOL guidelines, EEO, Office of Federal Contract Compliance (OFCCP), and corporate policies and procedures and advise management in maintaining ongoing compliance.
    • Ensure applicable labor law postings are maintained in compliance with State law.
    • Utilize information systems and handle student data in strict adherence to Job Corps and Strategix policies to protect student’s personally identifiable information (PII) and reduce network security threats. 
    • Perform other duties as assigned.

    MINIMUM QUALIFICATIONS

    Bachelor’s Degree in HR or related field and three (3) years’ experience in HR administration or equivalent combination of education and experience. Excellent verbal and written communication skills and highly organized. Effective conflict resolution and relationship-building skills. Information technology proficiency including MS Office. Unless waived by management, a valid driver's license in the state of employment with an acceptable driving record is required. 

    PREFERRED QUALIFICATIONS             

    Bachelor’s degree and five years’ experience in HR administration. SHRM membership and training and facilitation skills.
