  • Responsibilities

    The RF Engineer is responsible for contributing in the RF Design of the regional wireless network.  Responsibilities include but are not limited to:    �       Creates search areas and reviews search area candidates within geographic area by taking into consideration performance issues, capacity, topography, and population.  �       Working with the performance team to improve Key Performance Indicators within the area of interest. �       Working with traffic and implementation counterparts to understand capacity improvements needed in the network.  �       Create site design RFDS and complete plumbing diagrams.  �       Evaluate antennas and equipment for performance and future growth.  �       Perform radio engineering evaluations for system planning and site acquisition.  �       Evaluate coverage problems and requirements for coverage and capacity cells. �       Utilize propagation tools and other RF related equipment such as MapInfo, Google Earth, ATOLL, for site candidate comparison, propagation and coverage review and selection, zoning and regulatory. �   Determination of regulatory coverage boundaries for extensions, FAA/FCC filings.  �       Review of cell sites and design for upgrades/modifications.  �       Prepare necessary zoning justification packages and regulatory filings for sites. �       Works closely with real estate team to increase efficiency, minimize cost, and streamline processes related to site acquisition, leasing, and zoning submissions. �       Conduct RFE analysis, generate required reports and documents, and ensure 100% compliance to RFE mitigation standards within the allotted time frame.    �       Develop and analyze sectors, post construction, to optimize coverage and capacity.  �       Determine the required antennas for planned frequencies and their optimal positions.  �       Determine the required cable, antennas, and equipment to implement macro and small cell wireless network clusters. � .  Automate processes when opportunities arise and share information with the teams.     QUALIFICATIONS, EDUCATION & EXPERIENCE

    CLEARANCE LEVEL The clearance level (Secret or TS) will be identified in the task order request.

    REQUIRED QUALIFICATIONS The General Engineer (Levels I, II, III, and IV) shall meet the below qualifications.

    • Bachelor’s degree
    • Must have a working knowledge of MS Project.
    • Must maintain a valid driver’s license to operate Mission vehicles.
    • Must have good working knowledge to identify and mitigate safety hazards and capable to ensure Facilities comply with local environmental, U.S. OSHA and local safety standards.
    • Mastery of project management concepts, methods, and best practices to provide expert guidance to OBO/FAC and post Facility Management in meeting short and long term operational requirements and in developing plans that optimize operational efficiency and effectiveness in the assigned project management and support area.
    • Mastery of the full range of principles, concepts, methods, and practices in project management required to oversee the planning and execution of operations and to ensure coordination with other related activities.
    • Knowledge of regulations governing the acquisition of equipment, personnel, and supplies required to support Embassy operations. Ability to manage critical, time sensitive projects that require extensive coordination across program and organizational lines within the Mission, the Department, and with other USG agencies and non-governmental and private organizations; and the efficient management of assigned resources including government and contractor staff needed.
    • Ability to take decisive action and obtain consensus on operational requirements on behalf of management.
    • Ability to interact effectively with individuals in garnering cooperation and support for key planning, operations, and management initiatives in the assigned program area.
    • Ability to provide guidance and work effectively, cooperatively, and harmoniously in a multi-disciplinary team environment under considerable stress and tight deadlines, and with minimal supervision in meeting demands associated with a high profile, results-driven activity. Ability to communicate effectively, both orally and in writing to plan, organize, coordinate, and oversee operations, provide advice and guidance, reconcile conflicting viewpoints, negotiate agreements with various stakeholders, resolve complex and often controversial technical and management issues, and represent OBO/FAC in a variety of forums.
