  • Responsibilities

    STV, Inc. will provide the New York City School Construction Authority (“SCA”) with services for a BUILDING CONDITIONS ASSESSMENT SURVEY (“BCAS”) (“Services”) over a 3-year term with two (2) additional years as options.  SCA is responsible for execution of the annual inspections of NYC Department of Education (DOE) facilities as required by DOE regulations.  DOE owns, operates or leases approximately 130 million square feet of space in more than 1500 facilities, including administrative and educational buildings, temporary buildings, and athletic fields with field houses.

     

    Services to be provided include, but are not limited to, (i) performing a comprehensive inspection of approximately 700+ facilities within the DOE portfolio (collectively, the “Portfolio”) and (ii) providing data collection, storage, management, analysis, and reporting services associated with BCAS.

     

    STV currently has a need for one (1) Architect/Designer to serve on the Quality Control Team. The position is full-time within the STV Building + Facilities Division, and will be located in the offices of STV’s joint venture partner on this program, Gannett Fleming Engineers and Architects, P.C., located at Two Penn Plaza, Suite 552, NY, NY, where the primary day-to-day management of the BCAS program will take place. 

     

    The Architect/Designer will serve as the principal daily contact with the architectural field inspectors employed in the field, and thus requires a strong background in and knowledge of building materials and construction; knowledge of and prior experience in condition assessment techniques and procedures; and good verbal and writing skills. 

     

    At times, the Architect/Designer will also serve as a member of a Quality Control field inspection team performing quality control checks of a sampling of the schools assessed by the regular field teams.  In addition to this field role, the Architect/Designer will be responsible for on-going quality control checks of all Architectural field reports.  Note that this position includes both field and office work.  For the most part, field work will require transit via the NYC subway and bus system.

    Required Skills

    • Bachelor’s degree (or higher) in architecture, building science or construction
    • Either be a Registered Architect or seeking architecture licensure
    • 5-10 years of relevant architectural/construction industry experience that includes field work
    • Experience in the design and/or construction oversight of various building types, particularly schools or commercial buildings is preferred
    • Experience in assessing the conditions of existing architectural systems and elements, e.g., roofs, exterior walls, windows, front doors, and so forth is particularly desirable, particularly in similar condition inspection programs, i.e., BCAS (in prior years), NYCHA Physical Needs Assessment (PNA) and others managed by the School Construction Authority, the NYC Housing Authority (NYCHA) and other city agencies/authorities

     

    Knowledge of other required skills includes familiarity with and comfort in entering data into electronic notebooks/laptops; experience in working in both field and office environments; and ability to work effectively in a collegial ‘fluid’ work environment.
