    THIS IS A REMOTE BASED POSITION

    SUMMARY

     

    The SVP, BSA/AML Officer is responsible for developing, implementing, and administering all aspects of the Bank’s BSA/AML Program. This position plans, organizes, and controls the Bank’s day-to-day BSA/AML compliance activities; collaborates with Bank Management in the overall administration of these directives for the Bank. Develops and manages processes to prevent fraudulent activities. Participates in various committees, audits, and examinations. Performs duties as the Bank Secrecy Act/OFAC Officer. Conducts staff training related to new hires, compliance, customer service, BSA/AML software. Advises the Board of Directors, Executive Management and Bank personnel of emerging AML and fraud issues and consults and guides the Bank in the establishment of controls to mitigate risks.

     

    Assures compliance with all Bank policies and procedures, as well as all applicable state and federal banking regulations.

     

    ESSENTIAL DUTIES

     

    1. Develops, implements, and administers all aspects of the Bank’s BSA Program; assists independent, state, and federal regulator auditor inquiries; reviews and writes BSA/AML related policies and procedures; makes recommendations to the Board of Directors and Senior Management when appropriate; submits annual reports to the Board of Directors detailing BSA/AML issues.

       

    2. Maintains a proficient knowledge of all applicable banking rules and regulations in a high growth environment with diverse portfolios including SBA, Prepaid, Deposits, Credit Card, and Commercial Lending. Serves as the Bank’s subject matter expert for Bank Secrecy Act and fraud prevention. Collaborates with Bank Management to develop compliant solutions while meeting customer needs. Develops and implements appropriate controls for customers in industries considered high-risk by regulatory agencies such as gaming.

       

    3. Performs duties as the Bank Secrecy Act/OFAC Officer; conducts various quality control reviews and monitoring in Bank Secrecy Act, USA Patriot Act, Anti-Money Laundering, OFAC and Customer Identification Program compliance using industry standard and regulatory guidance sampling methods to ensure the Bank’s compliance efforts are maintained daily.

       

    4. Works closely with the Bank Management; develops strategic plans, reviews reports; organizes plans and makes recommendations for major Fraud and AML initiatives involving functional changes within the Bank and budgets. Evaluates and monitors third parties utilized in the Bank’s AML and fraud management programs.

       

    5. Utilizes advanced data techniques through tools such as SAS, LexisNexis, BAM+, and SQL database queries to develop rules to identify customers and transactions that pose a financial or compliance risk to the Bank. Maintains industry knowledge of new developments in trends and technologies to make recommendations for future enhancements to the Bank’s technology infrastructure.

       

    6. Identifies and mitigates potential risk issues against the Bank; interacts with Bank personnel pertaining to such issues; Verifies the accuracy of CIP information, disclosure, and advertising purposes; Maintains a BSA/AML Library for the Bank; ensures materials are current and available for use and reference.

       

    7. Oversees actions of comprehensive self-testing, independent third party and regulatory audits; makes necessary preparations for such audits or exams; coordinates responses to external auditors and regulatory examiners; ensures deficiencies identified from such audits and examinations are corrected
    1. Develops and administers various forms to assure the use of correct and updated forms by Bank personnel; Ensures compliance with all applicable reporting and recordkeeping requirements; Ensures timely distribution of related materials and publications to designated personnel.

       

    2. Conducts BSA/AML training presentations and exercises with all Bank personnel, including material presented to employees during the new hire orientation process.

       

    3. Consistently applies superior decision-making techniques pertaining to inquiries, approvals, and requests as they apply to existing policies and procedures. Identifies, develops, and deploys system improvements to prevent fraudulent activities.

       

    4. Assumes responsibility for special projects, gathers data and prepares reports for Bank Management, audits, and other personnel.

       

    5. Other duties as assigned.

    SUPERVISORY RESPONSIBILITY

    The position of BSA/AML Officer may be responsible for the supervision of 1 or more employees.

    MINIMUM REQUIREMENTS

     

    • Bachelor’s degree from a 4-year college or university; or 7 years of related experience and/or training; or the equivalent combination of education and experience. Work related experience should consist of an in-depth background in Bank administration, compliance, and supervisory skills. Educational experience, through in-house training sessions, formal school, or financial industry related curriculum, should be applicable to the financial industry.

       

    • Advanced knowledge of state and federal laws and regulations related to BSA/AML and fraud management.

       

    • Proven ability to effectively train and instruct others in a formal classroom or one-on-one environment.

       

    • Ability to read, analyze and interpret general business periodicals, professional journals, and technical procedures.

       

    • Excellent organizational and time management skills.

       

    • Advanced skills in computer terminal and personal computer operation; BSA/AML software (BAM+); customer screening tools (LexisNexis); word processing and spreadsheet software programs.

       

    • Intermediate typing skills to meet production needs of the position.

       

    • Intermediate math skills: ability to calculate interest, commissions, proportions, and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals; locate routine mathematical errors; compute rate, ratio, and percent, including the drafting and interpretation of bar graphs. 
    • Exceptional verbal, written and interpersonal communication skills with the ability to apply common sense to carry out instructions and instruct others, train personnel, write reports, correspondence, and procedures, and speak clearly to customers and employees.

       

    • Ability to deal with complex problems involving multiple facets and variables in non-standardized situations.

       

    • Ability to work with no supervision while performing duties.

     

    PREFERRED REQUIREMENTS

    • 3+ years’ experience serving in a BSA/AML officer role. 
    • AML or Fraud related certifications (CAMS)
