    Job Description

    Description of Work

    This position is responsible for coordinating, monitoring, conducting, and evaluating the delivery of emergency medical technician training at all levels; and ensuring compliance with all applicable rules, regulations, and laws to include but not limited to the Texas Department of State Health Services regulations and requirements.  Individuals must acquire and maintain appropriate instructor credentials.  Performance is evaluated on the basis of the demonstrated achievement of excellence in department outcomes.

    ·         Supervises personnel: supervisory duties including instructing, assigning, reviewing, and planning work of others, monitoring standards, and coordinating activities.

    ·         Design, manage, and implement training and educational opportunities for in-service and continuing education training to promote professional development and efficiency, including any necessary remediation of EMS staff. 

    ·         Design, manage, and implement continuing education classes for First Responder Organizations.

    ·         Manages the Learning Management System (LMS) online continuing education program.

    ·         Identifies the steps necessary to ensure continual improvement and overall performance.

    ·         Evaluates and makes recommendations for new treatments and technology to be integrated into clinical practice guidelines.

    ·         Assists in the new employee orientation process.

    ·         Oversees administration of Specialty Areas program.  Assisting in locating and tracking certification classes and education when necessary.

    ·         Responds to emergency and non-emergency incidents both during regular work hours and after hours as appropriate.  Operate within the Incident Command System and department standard operating guidelines to command, assist, and/or operate at incidents as appropriate.  Take decisive action in emergency situations and react with calm, quick efficiency in making technical decisions in those situations.

    ·         Prepares reports and memoranda, and processes records and reports including computer analysis of various activities.

    ·         Oversees tracking of EMS staff licenses and certifications.

    ·         Serves as an envoy for the department with fire departments, regional stakeholders, and colleagues employed with other ambulance services.

    ·         Participates in design, review and modification of department policies, rules, regulations and operating procedures, trains personnel and monitors implementation.

    ·         Maintains an expert working level of understanding of all current trends in EMS operations, tools, and equipment.

    ·         Provides support to all members of the department in whatever capacity possible as requested or needed.

    ·         Maintains all personal certifications through the Texas Department of State Health Services.

    ·         Functions in assigned administrative roles as required and directed.

    ·         Functions as a representative of the department in dealing with the public concerning specific problems or issues.

    ·         Demonstrate continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide seamless public service.

     

    Marginal functions: while the following tasks are necessary for the work of the department, they are not an essential part of the purpose of this position and may also be performed by other employees.

    ·         Performs related duties as required.

    Necessary Knowledge, Skills, and Abilities

    ·         Requires the ability to function in a supervisory/managerial capacity for a group of workers.  Includes the ability to make decisions on procedural and technical levels.

    ·         Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership.  Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution.

    ·         Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental, or subjective criteria as opposed to that which is clearly measurable or verifiable.

    ·         Requires effective verbal and written communication skills.

    ·         Requires the ability to process information and complete tasks in a timely manner.

    ·         Requires the ability to read, speak, and perform general mathematics. 

    ·         Requires the ability to effectively convey information clearly to large groups.

    ·         Requires in-depth knowledge of EMS protocols, scope of practice, pathophysiology of disease states, and recent studies affecting standards of care.

    ·         Requires the ability to demonstrate critical thinking and strong organizational skills.

    ·         Requires the ability to operate and control the actions of equipment and/or materials requiring complex and rapid adjustments.

    ·         Requires the ability to perform skilled coordinated movements, such as utilizing office and medical equipment.

    ·         Some assignments require the use of department vehicles on department business.  Individuals must be physically capable of operating vehicles safely, possess a valid driver’s license, and have an acceptable driving record.

    Minimum Qualification

    A minimum of five (5) years of continuous employment in EMS is required.

    Texas Paramedic Certification or Licensure.

    Texas Driver’s License with acceptable driving record.

    Preferred Qualification

    Bachelor’s degree, preferably with course work related to emergency medical services administration, business administration, or public administration.
