SCIOLEX CORPORATION is seeking a Human Resources (HR) Manager to fill a newly created position at the U.S. Citizenship and Immigration Services (USCIS) Vermont Service Center (VSC). The HR Manager directly reports to the Sciolex Corporation HR Director and provides strategic programmatic support to the VSC Site Manager in matters of significance. DESCRIPTION:
The HR Manager is the local HR subject matter expert and performs professional work of considerable difficulty overseeing a range of administrative functions related to HR management, employee development and talent management, and customer service. This position also conducts regular HR training for employees, supervisors, and managers. The HR Manager directly reports to the Sciolex Corporation HR Director and provides direct strategic support to the VSC Site Manager in matters of significance.
RESPONSIBILITIES:
· Establishes and refines site policies and procedures to ensure they are complete, compliant, and accurate according to Federal, State, corporate, and collectively bargained requirements
· Maintains compliance with Federal and Vermont State employment and labor laws
· Plans, directs, and administers various human resource programs to include leaves of absences, benefits, talent management, etc.
· Researches, analyzes data, and prepares quarterly reports on HR trends, new HR project suggestions, and current program goals and progresses
· Provides advices and counsel to department heads, managers, and staff on updating and interpreting requirements at Federal, State, corporate, and collectively bargained levels
· Creates and carries out action plans when appropriate to enable program and corporate success
· Communicates regularly on status of program compliance and management
· Develop and lead employee performance improvement plans
· Conduct comprehensive employee relations investigations and make recommendations
· Develop and lead training programs and initiatives with mid and senior site management, monitor effectiveness
· Monitor learning systems and analyze data, make recommendations for workforce improvements
· Manage employee discipline and partner with corporate office to conduct employment terminations
· Monitor payroll systems and interpret trends, make recommendations for workforce improvements
· Identify problems and root causes quickly, offer effective solutions
· Provide comprehensive and timely written correspondence
· Regularly conduct pay reviews and analysis
· Effectively mediate disputes and facilitate problem solving
· Source and recruit appropriate workforce, identify and place hard to find talent
· Develop leadership skills in mid and senior site management, measure results
· Make timely recommendations to senior site management
· Conduct relevant employee surveys, interpret results, and make recommendations
· Develop and manage employee recognition campaigns
· Quickly become a trusted business partner for PM, Corporate HR, and mid and senior site management
· Effectively collaborate with employees and stakeholders of varying interests and backgrounds
· Influence positive change to workplace culture, processes, and procedures
· Develop and implement SOPs
· Implement corporate strategies and monitor progress
· Direct and develop subordinate HR site staff
· Other duties as assigned
· Work a minimum 48 hours weekly
REQUIRED QUALIFICATIONS AND EXPERIENCE:
· Minimum six (6) years of experience in an FLSA-exempt HR role, two of which are in a management role in a manufacturing, production, or retail environment of 150 employees or greater
· Demonstrated experience with Federal and Vermont State employment and labor laws
· Demonstrated competency in business acumen, leadership, effective relationship building, business partnering, and cross-functional collaboration
PREFERRED QUALIFICATIONS AND EXPERIENCE:
· Experience with unionized workforces
· Managed a staff of one or more resources
· Bachelor’s degree, SHRM, or HRCI certification is highly preferred
PHYSICAL REQUIREMENTS:
· Prolonged periods of sitting at a desk and working on a computer
· Must be able to lift up to 15 pounds at times
