Job Description

The City of Phoenix is seeking an experienced Lead Business System Analyst (BSA) to support enterprise IT initiatives. This role focuses heavily on requirements analysis, test script creation, system testing, and User Acceptance Testing (UAT). The BSA will act as a bridge between business stakeholders and technical teams to ensure high-quality system delivery aligned with business objectives.

Hybrid schedule includes three days onsite and two days remote, finalized after onboarding.

Key Responsibilities

Requirements Analysis & Documentation

Gather, analyze, and document business requirements from stakeholders

Translate business needs into functional and technical specifications

Ensure system solutions align with organizational goals

Testing & Quality Assurance

Create, maintain, and execute test scripts (functional, regression, integration)

Lead and coordinate User Acceptance Testing (UAT)

Identify, document, and track defects through resolution

Ensure testing aligns with organizational standards and best practices

Leadership & Collaboration

Serve as the primary liaison between business users, IT teams, and QA

Facilitate workshops, walkthroughs, and review sessions

Provide guidance and oversight to ensure quality deliverables

Required Skills & Qualifications

Bachelor’s degree in Business Administration, Information Systems, Computer Science, or related field

3+ years of Business Systems Analyst experience

Minimum 2 years in a lead or senior BSA role

Strong knowledge of testing methodologies (functional, regression, integration, UAT)

Hands-on experience with test script development and execution

Excellent communication, facilitation, and stakeholder management skills

Strong analytical and problem-solving abilities
