ABOUT THE OPPORTUNITY
We are seeking a Senior Electrical Healthcare Engineer to support Facilities Management Services (FMS) at the El Paso VA Health Care System (EPVAHCS). This position is embedded full-time within the VA's Capital Improvement Team and serves as Subject Matter Expert (SME) for all electrical power systems — normal and Essential Electrical System (EES) — as well as electronic and low-voltage systems across a major VA healthcare construction program, including the Replacement Healthcare Center (HCC).
You will serve as the electrical SME on an integrated professional team, ensuring electrical and electronic systems are patient-safe, code-compliant, commission-ready, and operationally sustainable. This is a high-visibility federal contract role interfacing directly with VA project managers, commissioning agents, and the General Contractor.
KEY RESPONSIBILITIES
- Serve as SME for all normal and Essential Electrical System (EES) infrastructure including Type 1/Type 2 EES, life safety, critical, and equipment branches per NEC Article 517 and VA Electrical Design Manual (PG-18-10)
- Oversee EPSS (Emergency Power Supply System) commissioning: generators, ATS operation, UPS integration, load bank testing, and NFPA 110-aligned operations/testing plan
- Oversee fire alarm and signaling system acceptance, ITM, and commissioning per NFPA 72 (2025) including mass notification, audibility/intelligibility, and power survivability
- Oversee Electronic/LV systems including access control, video surveillance, nurse call, public address, intercom, structured cabling — aligned with ANSI/TIA-1179-B and TIA-568.0-E
- Oversee medium/low voltage distribution acceptance: switchgear, panelboards, transformers, arc-flash labeling, protective device coordination studies
- Implement and document cybersecurity for facility-related control systems (BMS/DDC, FA networking, ESS) per UFC 4-010-06
- Verify lighting systems performance, emergency lighting compliance, and Joint Commission EC.02.05.07 documentation readiness
- Oversee BMS/DDC commissioning: point-to-point verification, sequences, alarming, trend plans, BACnet/IP device lists, and change control
- Develop and maintain Emergency Power Systems Hazard Vulnerability Analysis
- Produce EPSS operations/testing plan for monthly/annual testing aligned with NFPA 110 and Joint Commission survey readiness
- Develop SOPs, conduct comprehensive O&M training for VA Facilities staff, and support project closeout documentation
- Perform project planning, design management, and construction administration for assigned projects
- Produce monthly comprehensive reports covering assessments, activities, deficiencies, and corrective recommendations
REQUIRED QUALIFICATIONS
- 15–20 years of experience in hospital/healthcare electrical systems operations, maintenance, and repair in a patient care environment
- 15–20 years of experience with healthcare electrical building codes (NEC, NFPA 72, NFPA 99, NFPA 110)
- At least 10 years of direct experience in a hospital patient care setting
- Extensive experience with normal, emergency, and UPS power systems in patient care environments
- Minimum 5 years in hospital/healthcare electronics and low-voltage systems design and/or construction
- Electrical code certifications and/or credentials (PE, RCDD, or equivalent preferred)
- Strong working knowledge of: NEC Article 517, NFPA 72/99/110/101, VA PG-18-10 Electrical Design Manual, ASHRAE Guideline 0 and Standard 202
PREFERRED QUALIFICATIONS
- Prior VA or VHA facility experience strongly preferred
- Experience with BMS/DDC systems on BACnet/IP networks and cybersecurity hardening per NIST/FISMA requirements
- Familiarity with VA TIL/PG-18 series standards
- Experience with arc-flash and short-circuit/coordination studies
- Knowledge of ANSI/TIA-1179-B healthcare cabling standards
- Experience with special purpose server/system engineering for clinical monitoring platforms
SECURITY / BACKGROUND REQUIREMENTS
- Must be able to pass a federal background investigation (NACI)
- Must be able to obtain and maintain a Personal Identity Verification (PIV) card
- Must be a U.S. citizen or authorized to work in the United States
