    Senior Estimator/Project Manager - Heavy Civil Construction

    We are a growing heavy civil construction and utility systems contractor based in Arlington, WA. Our projects range from roads and public works to residential site development and utility installations across communities from north of Seattle to Blaine.

    Job Responsibilities:

    Preconstruction & Estimating:

    • Review and interpret project plans, specifications, and contract documents to determine scope and cost impacts.
    • Perform detailed quantity takeoffs for earthwork, utilities, structures, paving, and related civil components.
    • Solicit, evaluate, and negotiate subcontractor and supplier quotes to ensure accurate coverage and competitive pricing.
    • Develop cost breakdowns, schedules of values, and bid summaries in accordance with agency requirements (WSDOT, counties, cities, etc.).
    • Lead bid preparation and submission processes for both hard-bid and negotiated projects.
    • Conduct site visits to evaluate project conditions, risks, and logistical challenges.

    Cost Analysis & Risk Management:

    • Analyze historical cost data and maintain accurate cost databases.
    • Identify risk factors, constructability issues, and value engineering opportunities.
    • Collaborate with project management and field teams to ensure accurate cost feedback and continuous improvement of estimating practices.

    Collaboration & Leadership:

    • Mentor and support junior estimators and interns in takeoffs, bid analysis, and proposal development.
    • Coordinate with engineers, project managers, and clients to clarify project requirements and resolve ambiguities.
    • Maintain professional relationships with agency representatives, vendors, and subcontractors.

    Qualifications:

    • Bachelor’s degree in Construction Management, Civil Engineering, or related field (or equivalent experience).
    • Minimum 5–10 years of heavy civil estimating experience with public works projects in Washington State.
    • In-depth knowledge of WSDOT Standard Specifications, local jurisdiction standards, and public bidding procedures.
    • Proficiency in HCSS HeavyBid, Bluebeam, Excel, and related takeoff/estimating tools.
    • Strong analytical, organizational, and communication skills.
    • Ability to manage multiple estimates under tight deadlines.
    • Demonstrated success in winning bids and supporting project teams through preconstruction.

    • Water and sewer main installation and rehabilitation
    • Pump stations and PRV facilities
    • Roadway reconstruction and paving
    • Earthwork and grading
    • Storm drainage systems and culverts
    • Concrete flatwork, curbs, and retaining structures

    Compensation & Benefits:

    • $135,000 to $175,000
