    Senior Estimator / Project Manager – Heavy Civil Construction

    Location: Arlington, WA

    We’re recruiting on behalf of a growing heavy civil construction and utility systems contractor in the Pacific Northwest. Based in Arlington, Washington, this firm delivers roads, public works, residential site development, and underground utility projects across communities from north of Seattle to Blaine.

    The Opportunity

    As a Senior Estimator / Project Manager, you’ll play a dual-role position supporting projects from preconstruction through execution. You’ll lead estimating efforts while also collaborating closely with project management and field teams to ensure work is set up for success.

    This is more than a numbers-focused role. You’ll:

    • Shape pricing, risk strategy, and constructability decisions
    • Influence which projects the company pursues and how they are delivered
    • Provide continuity from bid through construction
    • Mentor junior team members and strengthen internal processes

    You’ll be trusted with responsibility, supported by a collaborative team, and given a meaningful voice in project outcomes.

    What You’ll Be Doing

    Preconstruction & Estimating

    • Review and interpret plans, specifications, and contract documents to define scope and cost impacts
    • Perform detailed quantity takeoffs for earthwork, utilities, paving, structures, and civil scopes
    • Solicit, evaluate, and negotiate subcontractor and supplier pricing
    • Develop cost breakdowns, bid summaries, and schedules of values in accordance with WSDOT and local agency requirements
    • Lead bid preparation and submission for hard-bid and negotiated projects
    • Conduct site visits to assess conditions, risks, and logistical challenges

    Cost Analysis & Risk Management

    • Analyze historical cost data and maintain accurate estimating databases
    • Identify risk factors, constructability challenges, and value engineering opportunities
    • Collaborate with project managers and field teams to ensure accurate cost feedback and continuous improvement

    Collaboration & Leadership

    • Mentor junior estimators and interns in takeoffs, bid analysis, and proposal development
    • Coordinate with engineers, project managers, and clients to clarify scope and resolve ambiguities
    • Maintain strong professional relationships with agencies, vendors, and subcontractors

    What We’re Looking For

    • Bachelor’s degree in Construction Management, Civil Engineering, or related field (or equivalent experience)
    • 5–10 years of heavy civil estimating experience, including public works projects in Washington State
    • Strong knowledge of WSDOT Standard Specifications, local jurisdiction standards, and public bidding procedures
    • Proficiency in HCSS HeavyBid, Bluebeam, Excel, and related estimating tools
    • Ability to manage multiple bids and priorities under tight deadlines
    • Proven success winning work and supporting project teams through preconstruction
    • Strong communication skills and a collaborative, leadership-oriented mindset

    • Water and sewer main installation and rehabilitation
    • Pump stations and PRV facilities
    • Roadway reconstruction and paving
    • Earthwork and grading
    • Storm drainage systems and culverts
    • Concrete flatwork, curbs, and retaining structures

    Work Environment & Travel

    • Primarily office-based with site visits during preconstruction and project handoff
    • Local travel to project sites across the Puget Sound region

    Compensation & Benefits

    • $135,000 – $175,000 base salary, depending on experience
