    Summary/Objective

    Through CAN, the Homeless Street Outreach Program (HSO), will support and work with homeless individuals to help them find stable housing and services. The Homeless Outreach Team, led by the Senior Homeless Street Outreach Specialist, will provide responsive intensive Outreach services to individuals and families who are street homeless.

    Under the close supervision of the Director of Homeless Street Outreach, the Senior Homeless Street Outreach Specialist is responsible for implementing a comprehensive homeless outreach strategy for the individuals living in homeless encampments in targeted outreach clusters in surrounding areas of Baltimore County.

    Job Summary The Senior Homeless Street Outreach Specialist is responsible for leading outreach efforts to engage and support individuals and families experiencing homelessness in our community. This role involves direct interaction and relationship-building with homeless individuals, providing them with critical services and resources, and advocating for their needs. The Senior Homeless Street Outreach Specialist provide leadership and direction to a Homeless Street Outreach Specialist as they work in teams targeting designated areas in Baltimore County, ensuring effective and compassionate care.

    Key Responsibilities

    1. Outreach and Engagement

    Conduct regular outreach visits to areas known for high homelessness rates to identify and engage with individuals experiencing homelessness.

    Build rapport and establish trust with clients to encourage participation in services and programs.

    Create and maintain a safe environment while providing emotional support and practical assistance.

    1. Assessment and Service Coordination:

    Conduct needs assessments to identify the specific needs and barriers faced by individuals and families experiencing homelessness.

    Develop goals in collaboration with clients to connect them to housing, health care, mental health, substance abuse treatment, and employment resources.

    Facilitate access to emergency and transitional housing services.

    1. Team Leadership and Supervision:

    Supervise and mentor outreach specialists, providing training, guidance, and support to enhance their skills and effectiveness.

    Report successes and challenges to the Program Director.

    Conduct regular team meetings to discuss progress, share best practices, and address challenges.

    Foster a collaborative team environment committed to the principles of equity and inclusion.

    1. Collaboration and Networking

    Build and maintain relationships with local service providers, community organizations, and government agencies to expand service offerings and resources.

    Represent the organization at community meetings, workshops, and events to advocate the needs of the homeless

    1. Date Collection and Reporting

    Maintain accurate and up-to-date records of outreach activities, client interactions, and service referrals in compliance with organizational and funding requirements.

    Monitor program outcomes and contribute to evaluation efforts to improve outreach strategies and interventions.

    1. Crisis Intervention

    Respond to crises involving homelessness, including those related to mental health, substance abuse, or other emergencies, providing immediate support and intervention as needed.

    Ensure the safety and well-being of clients while navigating complex and sensitive situations.

    1. Professional Development

    Stay informed about best practices in homeless outreach and social services, including changes in policy, funding, and community resources.

    Participate in training and professional development opportunities to enhance knowledge and skills.

    Qualifications

    Minimum of three years in social work, psychology, sociology, or a related field.

    Minimum of three years of direct experience working with homeless populations.

    Strong understanding of the challenges faced by individuals experiencing homelessness, including mental health and substance abuse issues.

    Experience in team leadership and mentoring of staff.

    Excellent communication and interpersonal skills, with the ability to build rapport with clients and collaborate with community partners.

    Proficient in data management and reporting software; experience with Homeless Management Information Systems (HMIS) is a plus.

    Valid driver’s license and the ability to travel within the community to meet with clients.
