About the Company
Orr Partners LLC, a premier development and project management firm, is seeking a seasoned Senior Project Manager to spearhead large-scale, heavy industrial infrastructure projects in Quonset, RI. Orr Partners has been exclusively entrusted by General Dynamics Electric Boat (GDEB) to oversee the construction of the vital infrastructure required to build the U.S. Navy’s next generation of nuclear submarines. At the Quonset Point facility, you won't just be managing a construction site; you will be delivering the specialized industrial environments—including massive structural assembly halls and specialized manufacturing bays—necessary for the Virginia-class and Columbia-class programs. This is a high-visibility leadership role requiring a veteran of the heavy industrial sector who thrives in "zero-failure" environments and complex, large-scale engineering landscapes.
About the Role
As the on-site lead representative for Orr Partners, you will oversee large-scale projects and ensure their successful execution.
Responsibilities
- Strategic Leadership: Direct multi-disciplinary project teams (GCs, specialized trades, and engineering consultants) to ensure safety, quality, and schedule adherence.
- Executive Communication: Serve as the primary liaison between GDEB leadership and the project team, providing high-level reporting and strategic problem-solving.
- Financial Stewardship: Oversee multi-million dollar project budgets, managing complex cost-tracking, contingencies, and value engineering.
- Procurement Oversight: Direct the development of sophisticated RFPs/RFQs and negotiate high-value contracts and exhibits for specialized industrial equipment and infrastructure.
- Schedule Management: Orchestrate master project schedules, identifying critical path risks early and implementing mitigation strategies to maintain momentum in an active shipyard environment.
- Quality & Compliance: Ensure all work meets the rigorous technical standards required for naval infrastructure and heavy industrial operations.
- Documentation & Governance: Maintain impeccable project records, utilizing advanced project management software to ensure 100% transparency and audit readiness.
Qualifications
- Education: Bachelor’s degree in Engineering (Civil, Mechanical, or Structural), Construction Management, or a related technical field.
- Experience: A minimum of 10–15 years of progressive experience in construction project management, with at least 7 years dedicated specifically to heavy industrial, maritime, or large-scale manufacturing facilities.
- Industrial Expertise: Proven track record managing "big steel," massive concrete pours, specialized MEP systems, and heavy lifting/crane infrastructure.
- Leadership: Demonstrated ability to lead large teams through the complexities of active industrial campuses and high-security environments.
- Locational Commitment: Ability to work full-time on-location in Quonset, RI.
- Communication: Exceptional executive-level communication skills; the ability to translate complex technical hurdles into actionable project updates.

Preferred Skills
- Professional Credentials: PMP® certification and OSHA 30-Hour (Industrial/Construction) are highly preferred.
- Sector Experience: Prior experience with NAVFAC, USACE, or major defense contractors (GDEB, Newport News, etc.) is a significant advantage.
- Marine Construction: Familiarity with over-water construction, piers, or shipyard logistics.
Pay range and compensation package
Compensation details will be discussed during the interview process. Salaries are commensurate with skills and experience.
