Position Overview The City of Phoenix Water Services Department is seeking a Senior Capital Program Manager to lead large-scale water and wastewater infrastructure projects. This role involves managing capital improvement programs, overseeing engineering and construction activities, and ensuring successful delivery of projects across multiple stakeholders.
Key Responsibilities
Manage Capital Improvement Projects (CIP) including planning, design, and construction
Develop project scope, cost estimates, and long-range planning strategies
Oversee procurement and administration of construction contracts
Perform technical reviews of engineering designs, drawings, and specifications
Coordinate with consultants, contractors, and internal departments
Manage infrastructure projects including pipelines, pump stations, reservoirs, and sewer systems
Monitor project timelines, risks, budgets, and deliverables
Ensure integration of final deliverables into work and asset management systems
Required Skills & Experience
Bachelor’s degree in Engineering
3+ years of project management experience
3+ years of experience in engineering or related field
Knowledge of:
Municipal water infrastructure and engineering principles
Construction methods, materials, and practices
Strong communication, coordination, and leadership skills
Preferred Qualifications
2+ years managing consultants and contractor teams on capital or infrastructure projects
Experience with:
Scope development, proposal review, and payment applications
Permitting and construction documentation review
Arizona Professional Engineer (PE) license (preferred)
