SG2 Recruiting is supporting Venatôre, who is seeking a highly accomplished Senior Subject Matter Expert (SME) to lead the technical strategy and execution for the operation, sustainment, and modernization of the Marine-transportation DoD System (MDoDS) or similar federal government readiness systems. This pivotal role, contingent upon contract award, requires a hands-on leader and advisor with a proven track record of success across enterprise IT sustainment, strategic modernization, and full lifecycle support within a DoD environment.

The successful candidate will be responsible for ensuring the day-to-day stability and security of mission-critical systems, driving the evolution of legacy applications, and implementing a robust governance framework to maintain compliance and audit-readiness. This individual must be adept at translating complex technical requirements into executive-level strategy and will serve as a key interface with government stakeholders, prime contractors, and strategic partners in classified environments.

    Key Responsibilities:

    I. MDoDS Sustainment & Operations

    • Provide expert oversight for the complete day-to-day operation and maintenance of a complex federal system, ensuring the system is secure, effective, and responsive to DoD needs.

    • Lead system and security administration in compliance with DoD IT security requirements, including deep knowledge of the DoD Risk Management Framework (RMF) process.

    • Oversee database maintenance, network support, and the implementation of a framework for net-centric compliant interoperability.

    • Manage the procurement of necessary maintenance and licenses for government-owned hardware and software.

    • Direct continuous internal and external testing with other systems in the readiness enterprise, including support for DT, OT, and UAT.

    II. MDoDS Modernization & Integration

    • Lead the strategic modernization of legacy code and the development of new functionality, including the creation of proof-of-concept prototypes.

    • Architect and oversee the integration of service-specific data with the program's Business Intelligence (BI) tools, including the development of Data Mining and Online Analytical Processing (OLAP) capabilities.

    • Implement a web services-based system that exposes all data via Extensible Markup Language (XML) using a DoD standards-compliant schema.

    • Drive the migration of DoD applications from on-premise DISA Data Centers (DECC) to cloud services (e.g., AWS GovCloud, Azure Government).

    • Champion the adoption of DevSecOps principles and Zero Trust architectures throughout the system lifecycle.

III. MDoDS Lifecycle Support & Governance

    • Provide end-to-end program lifecycle support, including systems engineering, integration, network engineering, systems maintenance, testing, training, and documentation.

    • Develop and manage contingency and Disaster Recovery plans for server sites to ensure operational continuity.

    • Oversee the integration of new readiness reporting systems and data into the enterprise, ensuring alignment with PESTO pillars (Personnel, Equipment, Supply, Training, and Ordnance).

    • Conduct research and analysis to support the preparation of the Semi-Annual Report to Congress and respond to other high-level requests for information.

    • Develop and deliver flexible training programs for users, tailored to their operational environment and culture.

    Required Qualifications & Experience:

    • Executive Leadership: A minimum of 10 years of experience supporting U.S. Government contracts in a senior technical leadership role, with a preference for retired military personnel with command experience. Proven ability to manage large teams, oversee multi-million dollar portfolios, and lead major contract wins.

    • Security Clearance: Must possess an active Secret or higher security clearance.

    • Education & Certifications:

      • A graduate degree in a relevant technical or scientific field (e.g., Computer Science, Information Management).

      • Professional certifications such as PMP, Security+, CISSP, and ITIL v3 are highly desired.

    • Technical Expertise:

      • Demonstrated expertise in enterprise data integration, cybersecurity lifecycle management, and remote administration of data center-hosted applications.

      • Hands-on experience with military readiness assessment reporting, PESTO data integration, and DoD supply chain metrics analysis.

      • A strong background in C4ISR operations, with expertise in integrating commercial, federal, and coalition networks in operational environments.

    • Proven Track Record: A demonstrated history of achieving measurable outcomes, such as sustained high uptime across large enterprises, successful modernization cutovers with minimal mission impact, and improved award-fee results.

    Work Environment & Logistics:

    • Contingency: This position is contingent upon contract award.

    • Location: The work location will align with customer direction and may be on-site or hybrid.

    • Travel: travel may be required for key project milestones, system cutovers, or stakeholder engagements.
