    LOGISTICS / WAREHOUSE TECHNICIAN with a focus as a Medical Materiel Technician (MMT) to work as a Full-time Employee (FTE) in the simulated contingent warehouse environment alongside of active duty military personnel. Start work between 05 Feb 2020 12 Feb 2020 at Joint Base San Antonio, TX.

    1. REQUIRED SUBJECT KNOWLEDGE AND CONCEPTS

    The MMT must be proficient in general warehousing tasks, customer support, requisition, shipping, receiving, inventory management, assembling medical kits, Quality Assurance (QA) and cargo preparation and deployment. To include medical controlled items stored in a secure location, operation of various materials handling equipment and utilizing/ updating records and maintaining adequate inventory levels of each training building on the compound.

    The work environment involves moderate risks or discomforts which require special safety precautions, such as working around moving warehouse equipment, carts, or machines. Contractor personnel must be comfortable working around with Live Patient Models (LPMs). Currently, swine are utilized as the LPMs but the type of animal utilized may be subject to change depending on written protocol.

    5.1 Physical Requirement and Work Environment: Job requires physical capabilities due to conditions of simulated contingent training environment.

    5.1.1 Ability to work in a non-climate controlled environment.

    5.1.2 Must wear appropriate safety clothing and shoes. This includes a need for a safety harness, safety glasses, lift belts and steel toe shoes etc.

    5.1.3 Ability to sit, bend and stand for extended periods of time.

    5.1.4 Ability to walk over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching; or similar activities.

    5.1.5 Ability to frequently lift up to 50lbs. from ground to waist level.

    5.1.6 Ability to pushing loaded carts of medical supplies (weight in excess of 100lbs). 5.1.7 Work requires stocking supplies in the primary inventory area as well as numerous secondary inventory points throughout the training compound. 5.1.8 Work requires maintaining a clean environment while performing tasks that can produce dust or other infectious pollutants while transitioning between environments.

    5.2 Administrative Duties- Perform work in a wide range of systematized logistical operations, such as performing recordkeeping functions in inventory, storage, cataloging, receipts and control processes.

    5.2.1 Operate computer terminals to perform records search, data input, and data corrections. Search catalogs, records, or other data sources to obtain or correct stock numbers or to find authorized substitutes for stock items.

    5.2.2 Maintain an accurate accounting and reporting system for non-expendable property and perform standardized property management control processes.

    5.2.3 Monitoring the paperwork and records associated with receiving, storing, issuing, replenishing, or inventorying commonly used administrative supplies and equipment.

    5.3 Inventory Management- Monitor and evaluate inventory. Properly process gains and losses, manage operating inventory, perform counts, research discrepancies, process adjustments, and perform transaction history inquiries. Attention to detail necessary to adhere to quality standards

    5.3.1 Proficient in Defense Medical Logistics Support System (DMLSS).

    5.3.2 Demonstrate knowledge of properly handling controlled medical items according to the Drug Enforcement Administration (DEA) requirements.

    5.3.3 Monitors expiration dates, rotates stock to limit outdates and properly dispose materials according to OSHA standards.

    5.3.4 Delivers supplies in a timely manner and ensures supplies and material delivered accurately and in proper working order.

    5.3.5 Continuously identify supplies and equipment not utilized to be turned into Defense Reutilization Management Office (DRMO).

    5.4 Communication- Effectively communicate in person or via electronic devices (telephone or email) with co-workers, customers, and the general public.

    5.4.1 Ability to communications using ground radio systems, commercial phones, satellite communication system and local area networks.

    5.4.2 Demonstrate ability to properly manage customer accounts and articulate discrepancies when they arise.

    5.4.3 Ability to take direction and adapt to changing situations/job duties.

    5.4.4 Demonstrate ability to recognize combat stress and control processes.

    5.4.5 Ability to coordinate activities closely with others in stressful situations.

    5.4.6 Summarize basic soldiering skills including grid coordinate plotting, and camouflage of medical assets, defense of medical assets.

    5.4.7 In addition, duties shall include but are not limited to: working independently, coordinating logistics activities with other base organizations, units and government agencies, ensuring the overall readiness and availability of equipment/supplies to include general medical materiel management and warehouse activities.

    5.5 Equipment- Demonstrate safe usage and proficiency of all equipment listed in the allowance standards in accordance with (IAW) Air Force Occupational Safety and Health & Occupational Safety Health Association (AFOSH/OSHA) standards, and manufacturer's guidelines and operator's manuals.

    5.5.1 Required to maintain a valid state driver's license.

    5.5.2 Must follow safety procedures and regulations, including wearing special protective gear and disposing of materials as regulated by law.

    5.5.3 Physically moves materials and uses heavy equipment to move materials such as maneuvering a manual pallet jack and operating a 6k and 13k powered forklift both inside and outside of facilities. Forklift operator certification required. Must obtain forklift operator training within twelve months of hire date.

    5.5.4 Identify steps involved with basic medical logistics in deployed location (i.e. requisitioning, accountability, and proper utilization of supplies/equipment).

    5.5.5 Demonstrate ability and knowledge of acquisition and equipment management.

    5.5.6 Monitor and manage vehicles for MRTC to include maintenance and program management.

    5.5.7 Familiarization of Hazard Material (HAZMAT) policies and procedures.

    5.5.8 Perform casualty movement using North Atlantic Treaty Organization (NATO) litters and gurneys; safe loading and unloading procedures for vehicles in the deployed location to include Modular Ambulance, Highly Mobile Multipurpose Vehicle (HMMWV).

    5.5.9 Demonstrate Knowledge of Operational Security (OPSEC), Communication Security (COMSEC), and Emissions Countermeasures (EMSEC).

    5.6 Education: Shall have a High School Diploma or a General Education Development (GED) and prior experience as a medical materiel technician in a contingency warehouse setting for at least one year.

    5.7 Certifications: OSHA Forklift operator certification required. Must obtain forklift operator training after being hired it not currently certified.

    5.8 Experience: Prior medical logistics experience is required and deployment experience is preferred.
