Operational Joint Targeting SME (CENTCOM / ARCENT)
TARGETING ANALYST (TARGET PRODUCTION & TARGET MAINTENANCE)
MINIMUM QUALIFICATIONS: Contract personnel at a minimum are required to be certified and/or qualified on the following targeting systems and software applications within the last three years;

BASIC SERVICES: The Targeting Analyst shall provide Joint Targeting support for Strategic and Operational Fires targeting services to USARCENT G34 Fires Division through a Targeting Team Lead and two Targeting Analysts. The Targeting Analyst identified Team Lead manages the execution of contracted services in the form of three (3) service areas: Targeting Center Management, Target Production, and Target Maintenance. Specific service area requirements see 5.1.1. thru 5.1.3. When hiring personnel, the Targeting Analyst shall keep in mind that the stability and continuity of the work force is essential.
SERVICE AREA 1 - TARGETING CENTER MANAGEMENT: Targeting Analyst shall become knowledgeable of USCENTCOM and the Joint Staff (JS) Targeting Programs and Policies. Additionally, quickly develop an understanding of USARCENT standard targeting products, charts, and briefings to include production, QC reviews and presentation of targeting products. Targeting Analyst shall develop and present targeting program briefings to the GO/FO level. Targeting Analyst shall provide a monthly targeting service work flow report to the COR NLT the 5th day of the following month. Targeting Analyst shall provide a quarterly milestones report to the COR and KO. During contingencies and wartime, Targeting Analyst shall provide expertise in target development, weapon selection recommendation, force packaging, force monitoring and combat assessment as required to support the targeting function. Targeting Analyst shall provide services in peacetime and contingency operations and represent USARCENT senior leadership as a targeting SME in national, joint and coalition intelligence and targeting environments. Targeting Analyst shall become proficient within the USARCENT targeting program and monitor development and execution. Targeting Analyst Team Lead will attend and stand in for the G34 Targeting Chief during meetings and work groups as a SME and advisor, not as a decision maker. As required, the Targeting Analyst Team Lead may be required to facilitate Fire and Effects work group and Council of Colonels, not as a decision maker. Targeting Analyst shall participate in all aspects of the Fires and Effects process as related to operations and training exercises. All Targeting Analysts shall read, understand and analyze current USARCENT Operation Plan (OPLAN)s and Concept Plan (CONPLAN)s, participate in the development of targeting products to support future plans. Targeting Analyst shall assist the Chief of Targeting in the development of targeting guidance and objectives. Targeting Analyst shall maintain targeting related training and certifications (MIDB, Google Earth, JTT, CDE, TMP/APF4, BDA, JWS, ITD, etc.) Targeting Analyst shall coordinate with the Joint Targeting Director on current targeting tasks and operations to include US AFCENT and BCD.
SERVICE AREA 2 - TARGET PRODUCTION: Targeting Analyst shall provide direct and indirect targeting support to customers through targeting research projects to include deliberate and crisis planning under USCENTCOM and Joint Chiefs of Staff (JCS) direction. Targeting Analyst shall provide target production service in the execution of the targeting process and product preparation for USARCENT. Targeting Analyst shall assist in developing targeting intelligence requirements and identifying intelligence gaps for the execution of the targeting process to support OPLANs and CONPLANs. Targeting Analyst shall operate the collection of required targeting systems in the production of targeting products. Targeting Analyst shall assist in conducting targeting analysis for future operations and exercises and review target lists (TNL, RTL, NSL) for nomination to USCENTCOM. Targeting Analyst shall quickly become familiar with USARCENT targeting standard operating procedures and targeting products. Targeting Analyst shall support the production of standardized targeting products for USARCENT G34 Fires Division. Targeting Analyst shall assist in the development of target nominations packets for target development and joint target work groups. Targeting Analyst shall transfer target development products from targeting systems to an acceptable form for inclusion into PowerPoint briefs. Targeting Analyst shall participate in targeting development meetings, work groups, and boards. Targeting Analyst shall participate in USCENTCOM's Strategy/Target Engagement Team/Master Air Attack Plan (STRAT-TET- MAAP) program as required. Targeting Analyst shall participate in all aspects of the Fires and Effects process as related to operations and training exercises.
SERVICE AREA 3 – TARGET MAINTENANCE: Targeting Analyst shall conduct 100% review and update of all targets assigned to USARCENT on an annual basis with progress addressed in the quarterly report. Targeting Analyst shall monitor USCENTCOM managed target lists and disseminate any changes to the targeting team monthly via Joint Worldwide Intelligence Communication System (JWICS) email, to include a list of highlighted changes. Targeting Analyst shall work in conjunction with the USARCENT G2 and 513th MIB to gather the required intelligence to drive the targeting process to support OPLANs and CONPLANs. Targeting Analyst shall become familiar with USARCENT current and planned targets, Electronic Target Folders (ETF) and develop new target folders as required. Targeting Analyst shall submit annual assigned target review report via JWICS due the final month of the base and option contract year to the COR. An unclassified summary report for assigned target review shall be sent to the KO during the final month of the contract. Targeting Analyst shall participate in targeting related meetings, work groups, and boards. Targeting Analyst shall participate in USCENTCOM's Strategy/Target Engagement Team/Master Air Attack Plan (STRAT-TET-MAAP) program as required. Targeting Analyst shall participate in all aspects of the Fires and Effects process as related to operations and training exercises. Targeting Analyst shall perform IA/AT administrator functions on targeting system servers.
