    Overall Assignment Description:

    The NEOG Phase 2.0 Lead will work directly with the NSG EO Ground (NEOG) deputy director (NRO Liaison) on all matters concerning the strategy, planning, development, operation and management of all activities associated with Phase 2.0 of the NEOG program as initially described in the NEOG Phase 2.0 Strategy Outline and as modified / expanded upon thereafter as requested by the NEOG PMO. The NEOG Phase 2.0 Lead will be responsible for overseeing and leading resources to meet defined engineering work objectives and deliverables. The NEOG Phase 2.0 Lead will establish communication and participation with associated NGA and Mission Partner entities to ensure the highest level of collaboration for success. The NEOG Phase 2.0 Lead will also be responsible for the execution of assigned Phase 2.0 tasks to be completed on time having the expected quality and rigor.

    Duties May Include:

    • Soliciting customer needs and expectations
    • Documenting needs and expectations in the form of technical concepts, strategies, or guidelines
    • Developing, or leading the development of, technical documents to capture task descriptions, operational concepts, and capability requirements
    • Developing programmatic and technical presentation decks and briefing those as required
    • Reporting team activities and progress
    • Identifying issues and short falls
    • Performing risk management
    • Leading / guiding NEOG engineering resources to execute defined Phase 2.0 tasks
    • Working with the NEOG NTM:EO lead to coordinate resource allocation
    • Engaging the Modeling and Analysis team when required to perform simulations or assess throughput, timelines or performance values
    • Working with NGA and Mission Partner entities to coordinate and collaborate as required to successfully execute assigned Phase 2.0 tasks

      Skills and Experience:

      Required:

    • Bachelor’s degree or higher in Systems Engineering or in a related technical or scientific fields such as Engineering, Physics, Mathematics, Operations Research, Engineering Management, Computer Science, Information Technology, Management Information Systems, or related STEM degree program, or related equivalent additional experience.
    • Expert-level experience working in government or industry in relevant work areas including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or systems engineering of large complex System of Systems or Service Oriented Architecture environments residing in cloud, on premise, or hybrid infrastructures.
    • Experience with commercial service-based architectures and the development of services
    • Excellent customer relationship and communication skills
    • Desire to succeed
    • Ability to plan development activities throughout the project lifecycle
    • Demonstrated experience leading successful engineering teams
    • Ability to envision creative approaches and a desire to embrace change
    • Understanding of various engineering development methods: Waterfall, Agile, Spiral

      Desired:

    • AWS certification
    • Experienced in negotiation and persuasion
