WHO WE ARE LOOKING FOR:
Geospatial Subject Matter Expert (SME) to work requirements for the Air Force Civil Engineering Center (AFCEC) Functional Management Office (FMO), AF Geospatial Information Management System (AFGIMS) and Space Utilization. The position will Serve as the FMO SME and program lead for the management and oversight of AFGIMS - the AFCEC enterprise geospatial data storage and collaboration system and associated sustainment and modernization activities.
Key duties and responsibilities include:
- Liaison between AFCEC FMO and AFGIMS Program Management Office to implement Functional requirements in AFGIMS using Agile processes and software development methodologies
- Support ongoing Major Command (MAJCOM) geospatial consolidation efforts into AFGIMS
- Support AFCEC Functional communities in identifying geospatial data, functionality, and capability requirements for the AFGIMS environment and associated interfaces
- Develop appropriate artifacts, epics, themes, features, and user stories in support of sprint-based release schedules
- Develop test scripts required to validate emerging AFCEC NexGen IT space utilization processes, workflows and visualization functionality
- Design and develop AFGIMS user training courseware (manuals, workbooks, simulations, and web-based learning content) to support new functionality field releases
- Develop python-based scripts for use with Esri ArcGIS desktop software to validate geospatial space management data topologies and spatial attribution
- Capture and document AF CE user community business needs defined by AF CE SMEs and SMSs
- Participate in Release Planning events based on current software development capacity and ensure alignment with existing and emerging functionality and associated integration
- Oversee data management, governance, and stewardship IAW the CE EDM and MDM plans and overarching Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) compliance and adaptation
- Collaborate with AF POCs on recommendations for geospatial data layers that comprise the AF GeoBase Common Installation Picture (CIP) and manage AFCEC specific cartographic representation of the AF CIP
- Actively participate in and support Installation Geographic Information and Services (IGI&S), Installation Governance Group (IGG), SDSFIE, and other AFCEC and AF working groups
Required Skills
- Bachelor's degree and eight (10) years geospatial experience, OR Master's degree and four (4) years related experience OR eight (15) years related experience in lieu of a degree.
- Must possess active Secret (or higher) security clearance, or have ability to obtain Secret clearance
- Must be familiar with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard
- Excellent written and verbal communication skills in a dynamic environment
- Strong attention to detail, and good organizational, time management, and analytical skills
- Ability to work independently as well as in a team environment; offer and receive constructive feedback, guidance, and direction to support goals
- Extensive experience with DoD Geospatial IT systems, processes and applications
- Experience with Atlassian’s Confluence, Jira, and Zephyr tools to manage governance processes and FMO/PMO requirements
- Proficiency with ESRI ArcGIS software to include ArcMap, ArcSDE, and multiple ArcGIS extensions (3D Analyst, Data Reviewer, Military Analyst)
