    SUMMARY:

    The Nursing Services Manager coordinates the various disciplines and leads the development of all aspects of the clinical program.  He/she is responsible for the overall management of nursing functions twenty-four (24) hours a day, including assessing staff performance, scheduling, performance improvement and treatment planning. This position has global responsibilities for participating in the management and leadership of Rogers Behavioral Health. 

     

     

    JOB DUTIES & RESPONSIBILITIES:

     

    RESPONSIBLE FOR ALL ASPECTS OF PATIENT CARE PROVIDED IN THE CLINICAL PROGRAM.

    • Coordinate with the interdisciplinary team to understand the status of patient’s care.
    • Apply established standards of care to insure a safe, therapeutic patient care environment.
    • Interact with admitting staff regarding admissions and discharges into the program.
    • Provide direct services, when appropriate.
    • Meet with patient/family to resolve concerns, address complaints, and answer questions. Advocate for the resolution of care issues, accessing resources in support of the patient.
    • Complete required medical record documentation and correspondence in an accurate and timely manner; monitor the same with staff.
    • Develop collaborative relationships with other levels of care to facilitate appropriate referrals between programs.
    • Promote department services by giving internal and external presentations about the department in conjunction with the Marketing department, as appropriate.
    • Communicate with medical staff to promote positive relations and to provide quality services.
    • Develop and evaluate outcome surveys to use with Marketing and Performance Improvement activities.
    • Facilitate intra-department communication, and oversee patient care and safety.
    • Ensure that all aspects of the seclusion and restraint are documented appropriately including initialing the form to verify review.
    • Facilitate and ensure that the treatment plan is updated and patients’ strengths are integrated.
    • Execute a full review of the entire event at the conclusion of the restraint and seclusion debriefing for completeness; report as requested as a quality improvement project.
    • Assure that a debriefing is held with all of the staff involved in the event, including the physician, to evaluate if all appropriate assessments and interventions were utilized.
    • Ensure that the _Restraint & Seclusion_policy 04-087-xxxx is followed.
    • Facilitate the clinical program conceptualization and delivery in conjunction with the medical director(s) and managers of other departments.
    • Actively research and understand the most effective therapeutic interdisciplinary techniques applicable to the age and diagnostic profile of the program.
    • Facilitate an annual review of all aspects of the clinical program with the stated goal of continued improvement.
    • Assure that each discipline is actively engaged in continuous learning based on the stated therapeutic techniques of the clinical program and integrates that knowledge into the program.
    • Create program revisions based upon patient and staff feedback as well as Performance Improvement data.
    • Participate in Hospital committees to promote positive problem-solving and improve services.
    • Use knowledge of patient rights to act as patient advocate and to respond to patient grievances.
    • Participate in resource evaluation and equipment maintenance.
    • Monitor staff members in the use of resources and equipment to maintain a cost-effective, efficient, safe and productive work environment.

     

     

    PROVIDE FOR STAFF DEVELOPMENT TO ASSURE COMPETENT CARE.

    • Identify clinical competencies specific to the duties of the position and populations served.
    • Facilitate skill development and educational opportunities specific to identified areas of need.
    • Monitor staff performance for care delivery, physician relations, documentation, treatment planning and resource utilization.
    • Counsel staff to achieve performance expectations. 
    • Coordinate clinical management with managers of staff working on the clinical unit to ensure consistent communication to staff.

     

     

    MANAGE DEPARTMENT STAFF AND FUNCTION.

    • Establish goals for the Clinical Services department that are consistent with the goals and mission of the Hospital.
    • Communicate goals to the staff.
    • Develop methods of measuring goal achievement.

     

     

    DEVELOP AND MAINTAIN DEPARTMENT POLICIES AND PROCEDURES WITH THE INPUT OF DEPARTMENT STAFF AND ADMINISTRATIVE SUPERVISOR.

    • Include requirements and guidelines from external agencies; i.e., Joint Commission, State of Wisconsin.
    • Maintain function backlog at a set timeframe.
    • Educate external staff regarding relations or requirements of those functions that relate to their areas or departments.
    • Incorporate acceptance and training of student interns in the department.

     

     

    EFFECTIVELY HIRE AND TRAIN EMPLOYEES ACCORDING TO ACCURATE AND CURRENT JOB DESCRIPTIONS.

    • Develop and maintain job descriptions.
    • Develop department training program that incorporates job descriptions with policies and procedures.
    • Incorporate job description criteria in the employee performance evaluation tool.

     

     

    DEMONSTRATE UNDERSTANDING OF JOINT COMMISSION AND OTHER REGULATORY AGENCY COMPLIANCE REGULATIONS.

    • Involve self in the learning and the application of standards relevant to the Clinical Services department.
    • Participate in inservices/seminars and other meetings to increase involvement and awareness of regulations.
    • Involve self in the education of other disciplines regarding Clinical Services department’s regulations.
    • Participate in the Performance Improvement (PI) program.
    • Gain understanding of the PI process.
    • Apply the PI model to department functions.
    • Participate in and/or create PI teams that lead to improvement in own and other Hospital areas.
    • Educate and involve employees to the Hospital’s and Clinical Services department’s PI monitoring and activities.

     

     

    PLAN FOR DEPARTMENT NEEDS EFFECTIVELY THROUGH INVOLVEMENT IN THE HOSPITAL’S BUDGETING PROCESS.

    • Organize department needs to be included in the annual budget.
    • Adhere, and manage direct reports to adhere, to budgeting restraints.
    • Manage FTE expenditures with compliance to the FTE budget.
    • Manage capital and other operational expenditures with compliance to the related budget.
    • Maintain an understanding of any variance and its impact on the department budget.

     

     

    PARTICIPATE IN HOSPITAL COMMITTEES, MEETINGS AND TEAM PROJECTS.

    • Demonstrate punctuality and preparedness.
    • Demonstrate effective chairperson skills, if applicable.
    • Good organizational skills with agenda and minute preparation.
    • Ability to facilitate a meeting to keep it on track.
    • Contribute in a positive, solution-focused manner.

     

     

    MANAGE PERSONNEL.

    • Promote a team environment by example and by participating in workload completion, when necessary.
    • Interact with employees in a sensitive, positive manner.
    • Understand and use the Human Resources policies and procedures manual.
    • Process timecards in a timely and accurate manner.
    • Involve the vice-president of Human Capital in any potentially volatile employee-related situation and initiate disciplinary process, as needed.
    • Communicate with employees promptly when incidents arise that may be a detriment to their performance or to the Hospital in general.
    • Assist employees in professional growth.
    • Develop a working schedule that provides consistency in coverage and potential for future recruitment.
    • Develop performance standards by which employees can be measured.
    • Develop measurements for competence within each area of responsibility.
    • Establish monthly department meetings to provide timely communication and problem resolution.
    • Perform employee evaluations in a timely manner.
    • Work effectively with managers of staff who work on the clinical units to provide communication and staff evaluation.

     

     

    ASSIST IN THE RECRUITMENT PROCESS.

    • Recruit, hire and train employees according to accurate and current job descriptions.
    • Complete the necessary recruitment and hiring documents in a timely and accurate manner.
    • Assist the Human Resources department in the development of an effective advertisement.
    • Conduct interviews that are comprehensive, fair, and lead to a timely recruitment decision.
    • Develop screening criteria for analysis of applicant’s qualifications, professional aptitude, and overall quality contribution to the Hospital.
    • Develop pool staff training programs that incorporate job descriptions with policies and procedures.
    • Incorporate job description criteria in the employee performance evaluation tool.

     

     

    PROVIDE FOR COMPUTERIZATION.

    • Assist the Information Systems professional in the design, research and purchase of hardware and software that is related to the Clinical Services department.
    • Participate in or chair those meetings regarding any decisions for improvement/financial system.
    • Gain proficiency with hardware and software use by initiating and participating in educational activities.

     

     

    PARTICIPATE IN THE HOSPITAL’S MARKETING PLAN.

    • Develop a department customer service/public relations plan.
    • Interact with the director of Marketing to communicate customer-related issues.
    • Participate in the customer feedback process, when necessary.
    • Educate staff regarding the Hospital’s marketing plan and the Clinical Services department’s public relations plan.
    • Participate in department service-related marketing activities.

     

     

    CONDUCT SELF IN A PROFESSIONAL MANNER.

    • Demonstrate organizational skills that promote timely response to all inquiries and to project completion.

    DUTIES SPECIFIC TO THE OVERSIGHT OF A CLINICAL SERVICE TRACK:

     

    • The Nursing Services Manager assures that program implementation, including the design, development, service delivery and outcome analysis, occur according to applicable state and federal regulations.
    • The Nursing Services Manager works through his/her fellow Clinical Services Managers in various levels of care to assure that patient care and services are in accordance with a planned and systematic process to meet our community needs for such services. The Nursing Services Manager organizes and leads a team, across departments, to assure the product line service is available across the continuum of care.
    • Annually, and as needed, the Nursing Services Manager evaluates the objectives for applicable programming based on new market or regulatory information and assists, through the planning process, in planning for response to changing market needs or regulatory requirements

     

     

     PHYSICAL/MENTAL DEMANDS:

    • Position will involve exposure to aggressive/combative patients.
    • Verbal and hearing ability required to interact with patients and employees. Numerical ability required to maintain records and operate a computer.
    • Must be able to read and communicate through written, verbal and auditory skills and abilities.
    • Majority of time is spent inside the building, walking and standing. Will be required to lift equipment, patient care equipment and supplies and patients, within reason. Personal judgment dictates weight lifting limits but must be able to lift a minimum of fifty (50) pounds. Reaching, handling, grasping and manual dexterity are necessary to operate various office equipment.
    • Physically/Mentally able to perform job duties as verified by a physical exam by a licensed physician, per post-employment physical.

     

     

    EDUCATION/TRAINING REQUIREMENTS

    • Bachelor’s degree preferred. 2-4 years nursing experience required.  
    • Wisconsin Registered Nurse license, current and in good standing is required.
    • A minimum of two (2) years’ experience in a supervisory/management role is strongly preferred.
    • American Heart Association Healthcare Provider CPR certification or American Red Cross Professional Rescue is required within thirty (30) days of date-of-hire. Annual re-certification is required.
    • Formal training in management of the aggressive patient within sixty (60) days of date-of-hire. Annual re-certification is required.
    • Clinical experience in mental health or chemical dependency services is required.
