    SCHRC is a local mental health clinic that provides a comprehensive range of mental health care services for adults and children. We became a Certified Community Behavioral Health Clinic (CCBHC) in 2021 and we employ over 140 staff in 15 programs in Waseca, Steele, and Dodge Counties.

    Position: Human Resources Director

    SUMMARY

    The Human Resource Director manages the Human Resources Division and oversees the overall strategic direction, planning, coordination, administration, and evaluation of the human resources function. Provides leadership and oversight consistent with executive direction to support achievement of corporate goals.

    The Director is responsible for developing and ensuring effective implementation of plans, systems, policies and processes for workforce planning, including recruitment, hiring, termination, on-boarding and off-boarding; management of job descriptions, classifications and compensation plans; benefit plans and administration; personnel policies; and insurance programs. The Director will also ensure compliance with company policies and practices, as well as employer compliance with local, state, and federal regulations.

    PRIMARY RESPONSIBILITIES

    Manages all areas in the Human Resource Division

    · Sets strategic vision and outlines annual accountabilities for the HR department.

    · Supervision of staff to include learning and development, performance management, time management, succession planning, etc.,

    · Develops and implements departmental budget. Implements proper controls to ensure appropriate cost management.

    · Facilitates professional development, training, and certification activities for all HR staff, including self

    · Ensures resources are appropriately aligned in the planning, development and execution of all HR projects.

    · Chairs and directs the Diversity, Equity, Inclusion and Accessibility committee

    Employee Relations

    · Whether personally or through direct reports, counsels employees on job-related issues and problems, appeals, grievance rights, and other workplace issues.

    · Controls the collection, maintenance, and processing of all Human Resources data, including new hires, promotions, terminations, and related documentation.

    · Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; and occupational health and safety;

    Recruitment and Hiring

    · Maintains accountability for job descriptions, compensation strategies, employee files.

    · Identifies and coordinates effective and efficient recruiting strategies; develops and executes best hiring and talent management practices.

    · Proactively develops sources for candidates using a variety of means including networking, relationship-building, referrals, postings, social media and targeted marketing.

    · Organizes Agency representation in career fair and various recruitment and community events.

    · Advises Division Directors with respect to the review and evaluation of employment applications, successful interview and reference techniques, and selection of qualified applicants.

    · Finalizes selection process, ensures pre-employment conditions are met and extends offers.

    · Initiates on-boarding processes.

    · Coordinates with HR team and Agency leaders for successful onboarding.

    Leadership and Strategy

    · Coaches and guides supervisors and managers in reviewing and evaluating policies, and employee discipline, grievances, terminations and other personnel practices and problems.

    · Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, and retention.

    · Guides and supports leaders in the preparation and completion of Initial and Annual Performance Reviews.

    · Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate policy, training, and resource changes to upper management.

    Policies, Procedures and Compliance

    · Coordinates the development of human resource policies and procedures.

    · Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the organization’s human resource compliance and strategy needs.

    · Monitors and ensures the organization’s compliance with federal, state, and local employment laws and regulations and recommends best practices; reviews and modifies policies and practices to maintain compliance.

    · Supports and serves as subject matter expert on leave of absence administration ensuring compliance with leave laws to include ADA and FMLA.

    Education

    Bachelor’s in Human Resource Management or related degree with major course work in human resource management, industrial relations, business or public administration is required. Master’s degree preferred but not - required.

    Minimum of 5 years experience in an Human Resources leadership role is required.

    Current SPHR, SHRM-CP and/or SHRM-SCP Certification is preferred.

    Experience in a healthcare setting preferred but not required.

    Wage/Benefits

    Wage Range of $100,000 to $ 125,000 Annually
