Earned Value Management System (EVMS) Specialist
Job Description
SUMMARY JOB DESCRIPTION: Space Metrics, Inc. is currently seeking a professional with a strong Earned Value Management (EVM) background in the Washington DC Metro Area. This position requires both the ability to setup an EVM system and also manage the oversight of that system. The candidate will be responsible for analyzing EVM metrics and providing feedback to the client. This position is heavily client-facing and will also require interacting with Government contractors to discuss their performance against baseline metrics. The ideal candidate is able to provide both leadership and hands on support to the program EVMS support teams, CAMs, and Program Managers to improve program planning and execution while ensuring compliance with contractual requirements and company policy and procedures. The candidate must also be experienced in the presentation of Earned Value Management reporting to all levels of a project team including senior management. Ability to work independently while meeting critical deadlines is expected.
POSITION REQUIREMENTS: The ideal candidate for this position will possess expertise in Earned Value Management and maintain accountability for the following: Possess a good understanding of Earned Value Management (EVM) and industry standards (EIA 748 current version) Have experience preparing and maintaining EVM artifacts such as: Work Breakdown Structure (WBS), Organizational Breakdown Structure (OBS), Basis of Estimate (BOE), Responsibility Assignment Matrix (RAM), Work Authorization Document (WAD), Control Account Plans (CAP) Experience in preparing for and participating in Integrated Baseline Reviews (IBR) Provide program plans to ensure contractual requirements and statement of work deliverables are captured and scheduled Incorporate contractual changes into program established control systems Development and control of the Performance Measurement Baseline Produce monthly Contract Performance Reports (CPR) Formats 1, 2, 3 4 and 5. Meet and report information monthly to the customer Assist the team with monthly Estimate to Complete (ETC) updates Incorporate sub-divisional or Subcontract data into a collective Contract Performance Report (CPR) or Integrated Program Management Report (IPMR) Implement and document monthly Baseline Change Requests (BCRs) Prepare and maintain Program Control Change Requests ( PCCRs) Perform monthly Cost and Schedule integration checks Create and maintain internal process documentation and procedures.
QUALIFICATIONS: A bachelor’s degree and 10 years of EVM Experience Expert in Deltek Cobra and MPM PMI's PMP certification or an Earned Value Professional certification is a plus Strong understanding of ANSI-748C and the NDIA Intent Guide Previous experience building an EVMS, including procedures, toolsets, and training.
