    We are seeking a detail-oriented, legally defensive Special Education Compliance Monitor (SPCM) to manage the regulatory lifecycle of our special education student tracking networks. In this role, you will assume the ultimate administrative gatekeeper position on-site, shielding the district from litigation and procedural errors while ensuring 100% execution of a student's legal right to a Free Appropriate Public Education (FAPE).

    Core Responsibilities

    IEP Lifecycle Oversight - You will s erve as the primary case manager and architect for tracking, drafting, and finalizing Individualized Education Programs (IEPs) within the district's native EasyIEP (PowerSchool) platform.

    Timeline and Punctuality Governance - You will c oordinate an automated compliance calendar to trigger absolute timeline alerts for the 60-day federal evaluation response window, 30-day IEP development benchmarks, annual reviews, and triennial re-evaluations (24-month cycles for intellectual disabilities).

    The "10-Day Start" Implementation - You will e nforce the operational standard requiring that all specially designed instruction (SDI) and related services outlined in a newly finalized IEP or NOREP are structurally deployed in the classroom within 10 school days.

    Fidelity and Quality Assurance Auditing - You will p erform regular dashboard sweeps using proprietary tools to cross-reference raw, daily digital classroom collection notes against the specific written SDI modifications and SMART goals promised in the legal IEP document.

    Procedural Safeguard Management - You will o rchestrate strict compliance for all legal notices, managing the timeline verification and deployment sequence for invitations to participate (ITP) and Notice of Recommended Educational Placement (NOREP/PWN) documentation.

    Medicaid Recovery (SBAP Validation) - You will verify that 100% of physical and digital service logs completed by therapists and behavior technicians match medical-necessity parameters to maximize clean School-Based Access Program (SBAP) reimbursement claims without risk of state-level recoupment audits .

    24/7 Audit Readiness - You will m aintain pristine hard-copy master personnel binders and encrypted cloud repositories, ensuring complete transparency for instant programmatic inspection by the Pennsylvania Bureau of Special Education (BSE) or district leadership.

    Position Qualifications

    Express technical mastery and direct system experience navigating the School District of Philadelphia's localized EasyIEP architecture and documentation protocols.

    Deep operational understanding of the Individuals with Disabilities Education Act (IDEA 2004) and the specific, highly stringent mandates of Pennsylvania 22 Pa. Code Chapter 14 regulations.

    Strong analytical capabilities to transform raw behavioral data charts, ABC logs, and curriculum-based measurements into crisp, legally defensible written justifications for goal updates or LRE changes.

    Expert-level capability in Interest-Based Negotiation to smoothly facilitate multi-stakeholder deliberations, align cross-disciplinary clinical support logs, and navigate complex parental or district placement reviews.
