The Senior Acquisition Specialist provides expert-level federal acquisition support to the Maritime Administration (MARAD) in managing contracts for the Ready Reserve Force (RRF), training ships, and fleet support services. This role supports all phases of the acquisition lifecycle, including planning, solicitation development, evaluation, award, administration, and closeout. The Senior Acquisition Specialist serves as a subject matter expert on federal contracting regulations, acquisition strategy, and advanced analytical methods supporting complex marine operations procurements.
Key Responsibilities
Develop, advise, and recommend acquisition strategies, including approaches, options, risks, milestones, competition methods, sources, cost considerations, and overall procurement planning.
Assist program offices in drafting Statements of Work (SOW), Statements of Objectives (SOO), Performance Work Statements (PWS), and related requirements documents.
Research and draft specifications, performance metrics, and standards to support performance-based acquisition.
Prepare Independent Government Cost Estimates (IGCEs) based on market research, historical data, and comparable acquisitions.
Assist COs with pre-negotiation objectives, discussions, and documentation.
Draft award documents, COR designation letters, and ensure timely FPDS-NG reporting.
Prepare contract modifications, option exercise documentation, and assist in resolving contractor performance issues.
Required Qualifications
Expert-level knowledge of federal contracting laws, policies, regulations, and procedures. Mastery of FAR, TAR, TAM, OFPP directives
Minimum 10 years of operational experience in federal contracting.
Expertise in source selection procedures for complex acquisitions.
Highly proficient with e-commerce tools and automated acquisition systems.
Advanced Excel skills, including Pivot Tables, lookup functions, and nested formulas.
Excellent professional writing, communication, and customer service skills.
Strong organizational skills and ability to manage concurrent priorities.
Certification: DAWIA Level III, or FAC-C Level III.
