    About this Role:

    The Senior Process Analyst provides subject matter expertise in analyzing, documenting, and improving business processes to support enterprise operations at the U.S. Department of Health and Human Services (HHS). This role focuses on optimizing workflows, increasing operational efficiency, and ensuring alignment with federal regulations, policies, and program objectives.

    The analyst works closely with federal stakeholders, business owners, and IT teams to evaluate current-state processes, identify gaps, and recommend improvements that support HHS mission delivery. The ideal candidate has extensive experience in process analysis, process modeling, and business process reengineering (BPR) within federal environments, and possesses strong facilitation and analytical skills to drive operational excellence.

    Key Responsibilities:

    · Perform a comprehensive process analysis of our client’s “As-is” or current state.

    · They will document and analyze the processes of our customer’s Human Resources Information Technology (HRIT) product lines —including Performance Management, Time and Attendance, Position Description Management, Talent Development, Data Warehousing, Case Management, Talent Acquisition, and Benefits Management.

    · Identify redundant processes, identify areas of improvement by recommending changes to existing processes or through implementing new technologies or consolidating applications.

    · By focusing on goals such as reducing duplication, improving efficiency, and ensuring integration across all HRIT functions, they will develop a target state implementation strategy for integration of processes for each of the HRIT Product Lines.

    · Deliver a phased roadmap for implementation of the Target State. Provide recommendations for Change Management and KPIs that can help track progress towards goals.

    Responsibilities:

    · Deliver a current state technical process analysis.

    · Deliverable should include current state of processes of the HRIT product line

    · Deliver recommendations for areas of improvement by reducing redundant processes, consolidation of applications, change management recommendations, and KPIs

    · Deliver target state implementation strategy for each HRIT product line.

    · Deliverable should include Future-state processes, change management plans, a roadmap to achieving Target state and skills sets needed to execute the Target state

    Qualifications and Skills:

    · 7+ years working as Process Analyst or as a Business Process Manager. Experience supporting projects/programs related to application consolidation or legacy modernization is a plus and a key differentiator

    · Experience working in an HR environment or having functional knowledge of HR activities is a plus and a key differentiator

    · Excellent verbal, written and interpersonal communication

    · Strong coordination skills

    · Excellent client relationship skills

    · Solid Microsoft Office suite skills to include Visio

    · Ability to maintain Public Trust

    Desired Skills and Competencies:

    Experience with HHS programs such as CMS, NIH, HRSA, or ACF.

    Knowledge of federal regulations, compliance standards, and performance metrics.

    Experience supporting Agile or SDLC projects, including requirements gathering and workflow analysis.

    Familiarity with process automation tools, Robotic Process Automation (RPA), or workflow management systems.

    Certifications such as CBPA (Certified Business Process Analyst), Six Sigma, Lean, or PMP.
