Job Description:
We are seeking a highly experienced and results-driven Senior Project Manager to support the New York State Information Technology Services (NYS ITS) on a major Health and Human Services Eligibility system modernization initiative. This position requires a proven leader with deep experience in managing large-scale, complex projects, especially in the public sector and health and human services domains.
Key Responsibilities:
- Lead the planning, execution, and delivery of large-scale IT projects within the Health and Human Services domain.
- Oversee all phases of the project lifecycle, ensuring compliance with schedule, budget, and scope.
- Coordinate with cross-functional teams including business analysts, technical architects, developers, QA teams, and external vendors.
- Manage stakeholder expectations, reporting, and communications at executive and operational levels.
- Act as a subject matter expert in eligibility systems, data integration, and project governance frameworks.
- Facilitate risk assessments and develop mitigation strategies.
- Ensure project alignment with data privacy and compliance standards.
Mandatory Qualifications:
- 15+ years of experience as a PMO Project Manager, including work within a PMO supporting Health and Human Services Eligibility systems such as Medicaid, Public Assistance, SNAP, HEAP, or ChildCare.
- Proven experience with data conversion and data modeling, including work with legacy systems, ETL teams, and data quality validation.
- 7+ years of experience managing complex, multi-disciplinary projects, including at least 2 years in a leadership role.
- Demonstrated experience managing program budgets of $100 million or more.
- Current PMP certification (or equivalent) from the Project Management Institute (PMI).
- 7+ years of hands-on experience with Microsoft Project and Microsoft Project Online, including resource-loaded project schedules, resource assignments, and use of VBA scripting for reporting or automation.
- In-depth knowledge of data governance, privacy, compliance standards, and at least 5 years of experience with Agile methodologies and technical project delivery.
- Bachelor's degree in Business, Computer Science, Engineering, or a related field.
- Strong experience working directly with technical teams, data analysts, and integration partners, with confidence in leading and facilitating technical discussions.
Preferred Skills (Nice to Have):
- Prior experience working with New York State government agencies.
- Familiarity with NYS ITS processes and project governance frameworks.
- Experience with federally funded programs and reporting requirements.
