POSITION SUMMARY: Under the direction of the Executive Office of the Board of Education Retirement System (BERS), with wide latitude for the exercise of independent judgment, the Director of Operations directs and administers the activities of the Operations Units of BERS. Performs related work.
REPORTS TO: Executive Director and Deputy Executive Director
DIRECT REPORTS: Deputy Director, Operations
KEY RELATIONSHIPS: Works closely with the Executive office, BERS staff, and various City agencies.
RESPONSIBILITIES
- Provides operational direction and guidance for benefits delivery to members in all areas from the onset of retirement to cessation of benefits.
- Stay abreast of relevant statutes, regulations, policies, and procedures; serve as primary benefit program advisor to the Executive team and Board.
- Implement operational strategy to drive executional excellence goals for BERS.
- Lead efforts to plan, direct, and execute daily operations of BERS.
- Oversee the day-to-day operations related to Benefits Administration with the support of the BERS Deputy Director.
- Responsible for rectifying all escalations in the areas of member transactions, loans and TDAs, calculations and pension payroll.
- Review productivity reports of the day-to-day operations for the department of Participant Account Transactions related to loans, transfers, and tax-deferred annuities (TDA); make recommendations to create operational efficiencies as needed.
- Develop and monitor staff performance and productivity metrics.
- Implement policies and strategies that will aid in the resolution of inquiries, complaints, and all matters of daily operational business.
- Work with peers in the BERS functional units to ensure cooperative efforts and coordination in all areas of participant account transactions.
- Responsible for overall management and development of BERS Operations leadership team.
QUALIFICATION REQUIREMENTS:
MINIMUM
- A baccalaureate degree from an accredited college including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and four years of satisfactory full-time experience implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations, 18 months of which must have been in an administrative, managerial or executive capacity or supervising professionals implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations; or
- An associate degree or 60 credits from an accredited college, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and six years of satisfactory full-time experience as indicated in “1”; or
- Education and/or experience equivalent to “1” or “2” above. However, all candidates must have 60 credits from an accredited college, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and the 18 months of experience in a supervisory, administrative, managerial or executive capacity as described in “1” above.
PREFERRED
- Experience with APRL, CHRMS, EIS, PMS, and V3.
- Strong experience providing operational excellence in a high-volume environment.
- Strong written and spoken communication skills.
- Experience working in a pension system.
- Internal candidates preferred.
SALARY: $110,419 - $161,135
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
