    Job Description

    POSITION SUMMARY The Procurement Manager works with the Head of Procurement Department in leading the functions of the Procurement. This position is responsible for overseeing daily functions, developing and managing procurement performance and reporting progress to senior management. This position has substantial discretion, autonomy and independence in the execution of his/her duties, decisions and/or responsibilities.

    ESSENTIAL POSITION FUNCTIONS AND DUTIES

    • Lead Procurement and oversees all aspects of purchasing, negotiation, strategy, and process implementation for procurement related goods and services within budget and timely.
    • Manage and develop resources to deliver business partner satisfaction and achievement of overall company business and financial objectives.
    • Oversee the daily functions of the Procurement personnel.
    • Responsible for delivering goals based on the Action Plan and individual plans and reporting procurement performance to senior management on a daily, weekly, monthly, quarterly, semi-annually and annual basis.
    • Develop implements and manages procurement procedures.

    REQUIRED QUALIFICATIONS AND COMPETENCIES

    1. Bachelor Degree from an accredited university in the following fields: Accounting, Business Management, Finance, Law, Contracts, Purchasing, Industrial Management, Mechanical Engineering, Supply Chain Management, or Organizational Management or equivalent work experience.

    2. 8+ years of purchasing/procurement, logistics, supply chain management experience and global procurement, preferably in an engineering field in a mid-size to large organization.

    3. Strong business ethics, professionalism and acumen.

    4. Provides leadership and direction to Procurement.

    2. Strong Ability to follow instructions and manage time and that of the personnel that are being supported by this role.

    5. Resolving Conflicts and Negotiating with Others: Handling complaints, settling disputes, and resolving grievances and conflicts, or otherwise negotiating with others.

    6. Communicating with Managers, Peers, or Subordinates: Providing information to Managers, co-workers, and subordinates by telephone, in written form, e-mail, or in person.

    7. Experienced in researching and evaluating suppliers based on price, quality, selection, service, support, availability, reliability, production and distribution capabilities, and the supplier's reputation and history.

    8. Experienced in evaluating and monitoring contract performance to ensure compliance with contractual obligations and to determine need for changes.

    9. Experienced in maintaining and reviewing computerized or manual records of items purchased costs, deliveries, product performance, and inventories.

    10. Experienced in analyzing price proposals, financial reports, and other data and information to determine reasonable prices.

    11. Strong organizational management skills.

    12. Experienced in analyzing and performing supplier audits, create and manage Key Performance Indexes and cost performance analysis.

    13. Effective and sound decision making skills.

    14. Adhere to and enforcement of company policies and procedures and participate in achievement of company objectives.

    15. Must have document organizational skills and managerial experience working with various large organizations.

    16. Understanding of practice of 5S.

    17. Experienced in utilizing appropriate communications channels and maintain records, reports and files as required.

    18. Experience in overseeing the daily functions of Procurement.

    19. Builds strong relationships with KCA partners, fostering collaboration and teamwork.

    20. Delivers on cost reduction commitments through identification, development and execution of strategic sourcing initiatives.

    21. Strong organizational management skills.

    22. Experienced in business negotiation, bargaining and management skills.

    23. Proficiency in ERP Systems.

    24. Proficiency in MS Office: Word, Excel, PowerPoint, Access, Outlook.

    25. History of communicating professionally with people at all levels, both internally and externally.

    26. Treat all supplier and vendors fairly and equally.

    27. Must have Solid decision making skills.

    28. Ability to treat all information as confidential.

    29. Understanding of practice of 5S.

    30. Utilize company equipment, supplies and resources in a conscientious, cost effective manner.

    31. Monitor and report procurement performance to senior management and Cost Management Group.

    32. Utilize appropriate communications channels and maintain records, reports and files as required.

    33. Apply organizational and process management skills to effectively manage workload. SUPERVISORY RESPONSIBILITIES THIS POSITION MANAGES ALL EMPLOYEES OF THE SECTION AND IS RESPONSIBLE FOR THE PERFORMANCE MANAGEMENT AND HIRING OF THE EMPLOYEES WITHIN THAT SECTION.

    34. Oversee the daily functions of the Procurement personnel.

    35. Direct Procurement Section and activities.

    36. Articulate in communication and tactful in dealing with people of all levels.

    37. Ability to communicate effectively and professionally verbally and in writing.

    38. Must have document organizational skills and supervisory experience.

    39. Experience training company personnel.

    40. Develops, directs and maintains procurement policies to ensure relevance and conformance with best practices and ensure compliance with internal and regulatory policies.
