This role involves leading a new Data Practice and Data Management program at BCA with a new team of analysts. This position oversees BCA's Data Practices and Data Management Program as part of the legal unit in the Professional Services division. This includes creating and maintaining the administrative structure and the processes and policies of the program; managing the priorities of the program; adhering to the required federal and state laws and policies including the MN Government Data Practices Act; providing legal direction and guidance for decisions related to maintaining and disseminating sensitive BCA and FBI criminal justice and investigative data; and supervising a team of approximately six Data Practices Analysts.

Qualifications

Minimum Qualifications

• Juris Doctorate law degree from an accredited law school and a valid MN attorney law license
• Two years’ supervisory or lead work experience
• Three years' experience interpreting state and federal law and conducting legal analysis and research
• Excellent verbal and written communication skills
• Ability to work cooperatively with individuals from diverse backgrounds and underserved communities

Preferred Qualifications

• Experience with the MN Government Data Practices Act
• Experience with the MN legislature and drafting legislation- Experience in the criminal justice system
• Experience with strategic planning and program evaluation

Physical Requirements

Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
