    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO APPLICANTS WITH PERMANENT NYC CIVIL SERVICE STATUS AS ADMINISTRATIVE EDUCATION ANALYST OR PERMANENT IN AN EQUIVALENT TITLE THAT IS ELIGIBLE FOR TRANSFER UNDER 6.1.9 TO ADMINISTRATIVE EDUCATION ANALYST.

     

    POSITION SUMMARY:   The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of high-quality teachers to meet the staffing needs of Department of Education (DOE) public schools, as well as being responsible for initiatives to promote the equitable and quality distribution of teachers across all schools.  Research has repeatedly shown that teacher quality is the single most important variable in raising student learning.  The Office accomplishes its work through a strategic, data-driven approach.  Among TRQ’s responsibilities are to:

     

    • Serve as the primary marketing agent and source of information to individuals seeking to become DOE public school teachers, to recruit a large, high-quality, and diverse pool of candidates.
    • Design and manage recruitment initiatives, programs, and pathways for individuals to become DOE teachers, especially to address subject and geographic shortage areas.
    • Select a high-quality pool of candidates to become teachers through rigorous, research-driven, screening processes.
    • Design and execute and effective staffing strategy of internal teachers.
    • Provide strategic assistance to schools to help them make optimal, local hiring decisions.
    • Design and implement high-quality field experiences for teacher candidates in both alternative certification and traditional pathways.
    • Lead teacher portfolio initiatives, including incentives to promote an equitable distribution of teachers across all schools, and especially to ensure that students with the greatest need are served by highly effective educators.

     

     

    The Strategy and Systems Development team works to ensure that the Office of Teacher Recruitment and Quality (TRQ) has the infrastructure needed to make the best decisions around teacher hiring and teacher career development which will be of the most benefit for schools and students. This work involves providing functional teams in TRQ access to data and information needed for planning, effective goal setting, and tracking of progress toward those goals. It also involves supporting functional teams in establishing the metrics and tools needed to ensure that the best results are obtained.

     

    The Senior Manager for Teacher Applicant Data Pool heads TRQ’s data analysis efforts and is a leader in determining best practices in establishing TRQ’s annual research agenda in coordination with the Senior Leadership team. The Senior Manager establishes policies and procedures for gathering, analyzing, and reporting data. The Senior Manager ensures that data and research plans are implemented, and standardizes data sharing and presentation. The Senior Manager acts as a key coordinator around TRQ’s program evaluation work, ensuring comprehensive evaluations to determine efficacy of TRQ initiatives and tell the story presented in the data to inform decisions and program direction. Performs related work.

     

    REPORTS TO:  Senior Director, Strategy, Systems Development

     

    DIRECT REPORTS: Data Manager, seasonal consultants

     

    KEY RELATIONSHIPS: Works closely with the Senior Director and Director of Strategy and Systems Development and collaborates with members from all functional teams of the Office of Teacher Recruitment and Quality. Other key relationships will include other offices within the Division of Human Capital, and vendors supporting our technology systems.

     

    RESPONSIBILITIES

     

    • Develop annual research plan in alignment with TRQ’s strategic values, team goals and priorities, in collaboration with the Senior Director for Strategy and Systems Design.
    • Actively participate in the strategic conception, design, and implementation of technical and research policies, solutions, and processes.
    • Develop and manage policies and best practices around data storytelling.
    • Partnering with the Senior Leadership team and managers, identify data needs, and establish metrics and processes for monitoring and sharing program evaluation to assess the effectiveness of various initiatives.
    • Conduct data analyses needed for optimal planning and execution of work, extracting and providing relevant data and key findings to support optimal decision-making that will have the best possible impact toward TRQ’s goals.
    • Research and develop best solutions to specific projects to support strong recruitment, staffing, and retention processes for schools.
    • Based on research conducted, provide guidance on key policies related to teacher recruitment, training, staffing, and retention.
    • With the support of the Senior Director, create TRQ-wide data dashboard to centralize data from various workstreams and create more efficiencies for informed decision-making across TRQ teams and leadership.
    • Manage projects and set up communications structures to collaborate with key team members across TRQ to deliver key data and information in a timely way.
    • In collaboration with the Director, manage team’s strategy around engagement and communications with teacher candidates during the recruitment season, and support TRQ’s work in ensuring schools and students have access to the best teachers as well as be able to retain them.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
    2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
    3. Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

     

    PREFERRED

     

    • An advanced degree in public policy, business, education, or another applicable field.
    • Experience working in or with schools, especially in urban public schools.
    • Experience in project management, including goal setting and tracking, planning, and implementation.
    • Proficiency with data visualization tools.
    • Working knowledge of data management languages.
    • Excellent written and spoken communication and presentation skills.
    • Strong organizational skills and attention to detail; the ability to manage several projects simultaneously and prioritize among them.
    • Strong relationship management skills.
    • Works well independently and in teams, in a position of authority and as a collaborator.
    • Ability to work with and through others in order to achieve success.
    • An interest in teacher recruitment and preparation.
    • Proficiency with Microsoft applications; expert user of Excel and Access. 
    • Internal candidates preferred.

     

    SALARY: $94,146+

  • Qualifications

    QUALIFICATIONS:

    • Post High School education/training or equivalent combination of education and experience required; Bachelor's degree in Marketing or related field preferred.
    • Three (3) or more years of previous customer service and/or sales experience in a healthcare organization, medical office. Experience with health insurance products to include individual commercial and/ or Medicare plans.
    • Must possess appropriate state Health Insurance License.
    • Must be trained and certified by AHCT to sell exchange products.
    • Experience using Microsoft office products, including Word, Excel, PowerPoint, as well as other Internet and web-based tools. Experience preferred in Compass or Amisys.
    • Ability to work flexible hours to include evenings and weekends.
    • Bilingual in Spanish/English preferred. Excellent oral, written communication and interpersonal skills required.
    • Knowledge of ICD-10 diagnosis, CPT-4, UB82 revenue codes, UB92 revenue coding and procedural coding preferred.
    • Ability to perform in retail environment with extended periods of sitting, using telephone, viewing computer screens, standing, reaching, lifting files, binders, computer reports.
    • Prior retail experience preferred.
    • Moderate to heavy keying
