    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO APPLICANTS WITH PERMANENT NYC CIVIL SERVICE STATUS AS ADMINISTRATIVE EDUCATION OFFICER OR CANDIDATES WHO ARE PERMANENT IN AN EQUIVALENT TITLE THAT IS ELIGIBLE FOR TRANSFER UNDER 6.1.9 TO ADMINISTRATIVE EDUCATION OFFICER OR CANDIDATES WHO HAVE TAKEN THE MOST RECENT ADMINISTRATIVE EDUCATION OFFICER CIVIL SERVICE EXAMINATION.

     

    POSITION SUMMARY: Under executive direction, with wide latitude for the exercise of independent judgment and initiative, oversees all professional development activities hosted under the umbrella of the Tweed Business Center, including 52 Chambers Street. Ensures the provision of all space allocations, planning and support services to central facilities, including 100 Gold Street and 2 Lafayette Street. Oversees the reservations and event planning of professional development conferences for improved efficiency for the Chancellor, Community Superintendents, appropriate Executive Directors, and/or assigned staff; directs and coordinates the activities of professional staff, integrating their activities with other major organizational divisions and the community school districts. May perform difficult work necessary to address space and related logistical and operational issues in a timely and efficient manner. Performs related work

    KEY RELATIONSHIPS: Works closely with cross-functional groups, including the Division of School Facilities (DSF), Mayor’s Office of People with Disabilities (MOPD), Board of Elections, Office of Emergency Management (OEM), Office of Student Enrollment (OSE), Office of the First Deputy Chancellor (OFDC), Office of Space Planning (OSP), School Construction Authority (SCA), Office of Legal Services (OLS), Office of Public Affairs (OPA), Division of Community Empowerment, Partnerships and Communication, and the Division of Specialized Instruction and Student Support (DSISS).  

     

    RESPONSIBILITIES

     

    Event Planning

    _ _

    • Contribute to the strategic and operational development of the Tweed Business Center (TBC). Assess and designate parameters around use of Tweed communal spaces (including conference rooms, privacy rooms, kitchens, etc.); recommend best uses for meeting and office space.
    • Provide professional leadership and management of TBC in partnership with teaching and central staff to enhance their effectiveness in order to achieve improved standards of learning and achievement in
    • Serve as the primary staff resource for the Tweed Business Center as well as other areas, as necessary. Manage and support TBC trainings, meetings, and events, including scheduling, coordination, and set-up.
    • Identify layouts and technology needs, managing TBC communication of schedules, event execution, and follow-up as needed.
    • Oversee and provide guidance on the delivery and format for trainings to ensure that all events and professional learning opportunities meet the same standards of quality, rigor, and engagement for participants.
    • Assist with the content and logistics for professional development sessions.

     

    Building Oversight

    • Oversee security, fire prevention, and other safety systems by leading facilities planning meetings with DCAS, in-house Building Response Team (BRT) volunteers, and other stakeholders as needed.
    • Coordinate with the DCAS Fire Safety Director to draft and communicate emergency plans and evacuation procedures, i.e., providing up-to-date emergency exit maps, adequate disability access, etc.
    • Improve process and procedure to acquire new and retain existing volunteers for BRT and fire safety efforts.
    • Manage security access points, tenant directory, and ID card distribution at the TBC, 100 Gold Street, and 2 Lafayette Street.
    • Assist building director in developing and executing organization-wide strategies to maximize space utilization plans for 700+ new and existing DOE Central employees and temporary consultant staff across the department.
    • Provide clear information, advice, and recommendations to the Building Director regarding the strategic development of support services, use of assets, and development of activities.

     

    Procurement

    • Partner with the Building Director on all operational and strategic issues as they arise; provide strategic recommendations to the Building Director based on financial analysis and projections, cost identification and allocation, and revenue/expense analysis necessary for the operations of the TBC.
    • Oversee long-term, capital, and operating budgetary planning and cost management in alignment with the Tweed Business Center’s mission and strategic initiatives.
    • Ensure the availability of essential products and services required to implement and conduct support initiatives through the processing of contracts, purchase orders, requisitions, and related fiscal documents.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college or university in education, educational psychology, educational leadership, public administration, public policy, social work, or a closely related field, and two years of satisfactory, full-time progressively responsible professional experience in education administration, in such areas as: portfolio planning, educational grants/funding, student enrollment, assessment and accountability, youth development, special education, early childhood, program evaluation, policy research, college and career readiness, health and wellness, immunization, diagnostic and treatment services for parents and children, out of school programs, career and occupational education, curriculum development, evaluation and testing, educational planning, and educational statistics, or a related field, at least 18 months of this experience must have been in an executive, managerial, consultative, administrative or supervisory capacity in education administration; or
    2. A baccalaureate degree from an accredited college or university and four years of satisfactory, fulltime progressively responsible professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full time professional experience, in one or more of the areas as described in “1” above, at least 18 months of which must have been in an executive, managerial, consultative, administrative or supervisory capacity; or
    4. Education and/or experience equivalent to “1”, “2”, or “3” above. Undergraduate education above the high school level may be substituted for professional experience, in the areas described in “1” above, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, at the rate of 15 graduate semester credits from an accredited college or university, for 6 months of experience, up to a maximum of 1 year of professional experience. However, all candidates must have a high school diploma or its educational equivalent and 18 months of experience in an executive, managerial, consultative, administrative or supervisory capacity in education administration as described above.

    SALARY: $74,421+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
