    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO APPLICANTS WITH PERMANENT NYC CIVIL SERVICE STATUS AS ADMINISTRATIVE EDUCATION ANALYST OR PERMANENT IN AN EQUIVALENT TITLE THAT IS ELIGIBLE FOR TRANSFER UNDER 6.1.9 TO ADMINISTRATIVE EDUCATION ANALYST.

     

    POSITION SUMMARY: The Deputy Director, Office of Pupil Transportation (OPT) Finance, in conjunction with the Director of OPT Finance, is charged with the overall fiduciary responsibilities associated with contracted bus service for the Office of Pupil Transportation. The Deputy Director is responsible for supporting the review and processing of expenditures of over $1 Billion of contracted bus and public carrier service for the students of New York City, related to the operation of over 8,000 buses per year.

     

    The Deputy Director, OPT Finance also assists with providing high-level policy, technical, and contractual advice, and makes policy decisions that impact contractual operations. The Deputy Director ensures that practices and procedures follow contractual requirements and budgetary constraints as well as sound fiscal and contractual policies.  Performs related work.

     

    REPORTS TO:  Director, Office of Pupil Transportation Finance

     

    DIRECT REPORTS:  All staff and management working in the OPT Finance office.

     

    KEY RELATIONSHIPS:  Contracts office, Legal office; represents OPT on financial matters within the DOE and with other City institutions.

     

    RESPONSIBILITIES

     

    • Assists with supervising budget and financial personnel charged with analyzing and examining approximately 50 contractors’ monthly invoices for yellow bus service and special education escorts.
    • Supervises a team of approximately 9 accountants.
    • Supports the management of OPT Finance system upgrade/migration to a new system.
    • Oversees the monitoring of contract bus service expenses and estimating of budget and contractual requirements for a variety of busing programs, including over $800 million in special education contracts, $300 million in general education contracts, and additional expenses for summer school.
    • Coordinates payments amounting to over $50 million to the City Transit Authority for bus and subway services provided to New York City students.
    • Develops methodologies for projecting encumbrances and expenditures for individual vendors and contracts.
    • Prepares a detailed monthly expenditure report for submission to DOE Finance for revenue and expense purposes.
    • Performs detailed analysis of expenditures as it related to the provision transportation services.
    • Ensures that all payments are in compliance with contractual terms and conditions.
    • Coordinates the development of documentation of all transportation expenses in support of State aid claims.
    • Ensures that all payments conform to Department of Education Standard Operating Procedures for Financial Management Centers and sound accounting and business practices.
    • Acts as a liaison between contractors, the Division of Financial Operations, the City Comptroller, and the New York City Department of Finance on all contract payment issues.
    • Plans, directs, and reviews actions of a financial nature pursuant to legal claims and disputed payments audits. Takes the lead on all audits related to pupil transportation.
    • Supervises the semi-annual reconciliation of projected costs and actual expenditures claimed by bus carriers for escorts on special education buses.
    • Supervises the review of invoices and supporting documentation for processing payments to vendors for air filters and air conditioning on buses.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
    2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
    3. Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

     

    PREFERRED

     

    • Experienced in all aspects of financial management.
    • Ability to prepare written reports and make presentations clearly and concisely.
    • Ability to develop critical studies such as cost benefits analyses, in order to determine courses of action.
    • Ability to conceptualize and make quantitative and qualitative decisions affecting overall organizational strategy.

     

     

    SALARY: $74,421+

     (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

    Required Skills Required Experience

  • Qualifications

    HS diploma or equivalent with 8-9 years of relevant administrative/operational support in manufacturing operations or office environment directly related to the duties of the job, OR demonstrated ability to meet the job requirements through a comparable number of years of work experience.  May possess additional education certification in this level.

     

    Requires excellent knowledge of functional area(s) related to the job or good knowledge related to a professional field of work.  Able to consistently apply applicable policies, procedures, regulations, and program objectives when carrying out the duties of the job.  May provide oversight of work conducted by junior level staff and/or review/audit work for accuracy.  Must have advanced knowledge of technology to include computers and software programs such as MS Office or MAC word processing, spreadsheets or other programs specific to the job in order to complete job duties successfully.  Must have excellent oral and written communication skills to communicate effectively across departments when completing assignments.

    Must have strong organizational skills with ability to manage deadlines and prioritize workload and make adjustment to meet business needs.

    Must be able to work weekends and holidays.
