Position Overview: We are seeking an experienced Program Manager with a strong background in Department of Defense (DoD) environments to lead and oversee enterprise data visualization and analytics initiatives for the Department of Veterans Affairs (DVS). The ideal candidate will have a minimum of ten (10) years of experience as a program manager in a DoD setting, along with a Bachelor's degree in Information Technology or a related field and a Project Management Professional (PMP)® Certification. The Program Manager will be responsible for managing the transition from Qlik Sense to Microsoft Power BI and other best-of-class BI data visualization and analytics tools, while also providing Operations & Maintenance (O&M) services, training, and support to the developer and user base.
Key Responsibilities:
- Lead and oversee enterprise data visualization and analytics initiatives for the Department of Veterans Affairs (DVS) within a Department of Defense (DoD) environment.
- Manage the transition from Qlik Sense to Microsoft Power BI and other approved BI data visualization and analytics tools.
- Provide Operations & Maintenance (O&M) services for COTS data visualization tools and ensure integration with USACE infrastructure and data ecosystem.
- Develop and implement training programs to support the developer and user base in effectively utilizing data visualization and analytics tools.
- Establish and manage a dedicated help desk support function to address user inquiries, troubleshoot issues, and resolve tickets related to data visualization and analytics tools.
- Collaborate with stakeholders to identify and vet best-of-class BI data visualization and analytics tools, ensuring alignment with DVS objectives and requirements.
- Support the Visualization, Analytics, and Support Tools (VAST) Community of Practice (CoP) mission to enhance USACE's decision-making capabilities using enterprise BI and data visualization tools.
- Develop and maintain standards, policies, and procedures for the use of data visualization and analytics tools based on industry best practices.
- Monitor project progress, budgets, and resource allocations to ensure successful delivery of objectives within established timelines and budgets.
- Communicate project status, risks, and issues to stakeholders and leadership, and implement corrective actions as needed to mitigate risks and ensure project success.
Qualifications:
- Bachelor's degree in Information Technology, Computer Science, Business Administration, or related field.
- Must have Security Clearance
- Project Management Professional (PMP)® Certification required.
- Minimum of ten (10) years of experience working as a program manager in a Department of Defense (DoD) environment.
- Strong understanding of enterprise data visualization and analytics concepts, tools, and methodologies.
- Experience managing transitions from one data visualization tool to another, preferably from Qlik Sense to Microsoft Power BI.
- Proven track record of providing Operations & Maintenance (O&M) services for COTS data visualization tools and integrating them with existing infrastructure.
- Excellent leadership, communication, and interpersonal skills, with the ability to effectively collaborate with stakeholders at all levels.
- Experience developing and delivering training programs for technical and non-technical users.
- Ability to analyze complex problems, develop innovative solutions, and make data-driven decisions.
- Security clearance or ability to obtain one is preferred.
