    JOB SUMMARY The Structural Enterprise Engineer provides specialized expertise in structural systems while supporting the Defense Health Agency (DHA). This position ensures structural integrity assessments are accurately captured in the DHA database, provides expert structural engineering guidance for complex healthcare facilities, and develops strategic recommendations for facility recapitalization plans. The Structural Enterprise Engineer evaluates building components, including foundations, framing systems, and seismic requirements, while collaborating with cross-functional teams to inform DHA's strategic decisions regarding structural maintenance, upgrades, and facility life-cycle planning. Key responsibilities include assessing structural conditions of medical centers, hospitals, and laboratories, ensuring compliance with building codes, and providing technical oversight for structural modifications and upgrades within the DHA infrastructure portfolio.

    JOB TYPE This is a hybrid role.

    ESSENTIAL FUNCTIONS

    Ensure the Area of Responsibility (AOR) BUILDER database is accurate and up-to-date by adding, deleting, or modifying records as necessary.

    Prepare and present briefings to stakeholders, including DHA staff and project teams.

    Assume the role of Asset Management Engineer Technician (ASMET) when executing Asset Realignment or Inventory & Assessment (I&A) on complex facilities (e.g., medical centers, central utility plants, hospitals, labs).

    Lead UNIFORMAT classifications for structural systems (e.g., foundations, roofing, seismic retrofits) in complex facilities.

    Assess structural integrity and life-cycle costs for building frameworks and load-bearing elements in medical centers and labs.

    Participate in preparing the Equipment Capitalization Plan (ECAP) and Capital Asset Plan (CAP) by reviewing Work Items with replacement costs above $75K and complex UNIFORMAT categories.

    Advise the DHA on optimal recapitalization plans for facilities requiring significant renewal or complete replacement.

    Conduct analysis and create reports on Cost Books, PRV, and other areas as directed.

    DUTIES & RESPONSIBILITIES

    Analyze structural condition indexes for beams, columns, and roofing systems in aging facilities.

    Prepare recapitalization reports including condition indexes, current and future Work Items (WIs), images, system and asset condition narratives, functionality scores, and detailed descriptions of the asset’s current state.

    Note all data sources reviewed in report preparation, including SMS-BUILDER condition ratings, current and future Work Item Work Plan (WIWP) items for the next five years, existing WIWP-based DMLSS-FM (Defense Medical Logistics Standard Support-Facilities Management) requirements, other DMLSS-FM data, and Site Master Plans.

    Ensure the SMS_BUILDER database remains complete and accurate by performing regular updates and validations, adding, deleting, or modifying records as necessary to reflect current asset statuses.

    Work closely with AOR Program Managers, ASMETs, and ATs to coordinate activities across the DHA.

    Assist with complex UNIFORMAT classifications, particularly those exceeding the capabilities of ASMETs and ATs.

    REQUIRED COMPETENCIES & ABILITIES

    Proficient in UNIFORMAT classification systems and facility assessment methodologies.

    Ability to analyze complex data sets and generate comprehensive reports.

    Skilled in preparing and presenting technical briefings to diverse audiences.

    Strong interpersonal skills to coordinate activities across various stakeholders.

    Capable of addressing complex engineering challenges within facilities.

    QUALIFICATIONS & REQUIREMENTS

    Bachelor's degree in Civil Engineering with a Structural concentration

    Minimum of 5 years of experience in structural engineering.

    Licensed Structural Engineer (SE) license preferred.

    Knowledge of industry codes and standards, IBC, ASCE 7.

    Demonstrated experience in project management and cross-functional collaboration.

    May require up to 25% travel to various DHA sites to conduct on-site assessments.
