POSITION SUMMARY:
Purpose of this position is for a Student Registrar to provide administrative and Command Personnel/Pay Administrator (CPPA) support for Expeditionary Combat Skills (ECS) course. Performs Student Registrar, CPPA and administrative support duties. Provides student support and personnel administrative functions in support of ECS course. One of the four Student Registrar Support Coordinators will serve as the point of contact for the Government to distribute the workload and monitor the Student Support teams’ work/task status for accuracy, punctuality and completion.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Administers student check-out process following graduation/release from course. Allocates work assignments, monitors progress, checks quality/completeness of work and ensures timelines/schedules are met.
Coaches team members in work processes, established procedures and training of team members in skills, methods, and techniques necessary for completing individual and team functions.
Applies typing skills, knowledge of functions/procedures used in word processing, spreadsheet applications and other software, as well as extensive specialized vocabulary knowledge to create and edit various types of technical/ non-technical documents. Operates computer/printer/scanner and peripheral equipment using appropriate software to perform various ADP operations while supporting office processes, including producing reports and maintaining required databases.
Inputs, updates and maintains current and historical student/class enrollment information, using standard spreadsheet or database software. Maintains, manages and retrieves data to produce rosters and/or reports as requested.
Liaises with servicing Personnel Support Detachment (PSD), as well as Training Support Organization (TSO) Gulfport staff members, on issues regarding student personnel matters.
Coordinates resolution of pay and personnel issues, ensures prerequisites for advancement exams are forwarded to PSD, facilitate prompt service record entries, coordinates all passenger transportation requirements in connection with permanent change of station order execution and coordinates order modifications in the event a student setback conflicts with scheduled transfer date.
Conducts student administrative check-in prior to or during course indoctrination. Distributes student welcome aboard/contact information for Homeport Liaisons.
Prepares No Show Report within 3 days of class convening date and Missed Training Opportunity (MTO) messages within 1 week of class convening date.
Conducts student check-out prior to graduation or upon release from course. Prepare graduation certificates upon successful completion of required training.
Provides specialized support using the Corporate enterprise and Training Activity Resource System (CeTARS). Reviews, validates and produces student tracking/status reports as required.
Collects, analyzes and records statistical data pertaining to student enrollment, student pipeline and student status. Verifies accuracy of data and takes appropriate action to correct errors. Evaluates trends for students awaiting instruction and individual account pipelines and ensures mathematical calculations/computations are accurate. Provides weekly Dashboard Report updates prior to COB each Wednesday.
Performs clerical work, such as receptionist, supply, and other office support duties, as necessary. Completes Special Projects (annual Hot Wash Reports, data calls, etc.) and other duties as assigned.
Drafts, transmits, receives, acknowledges and acts on pertinent electronic mail, including Delay in Reporting messages. Transmits official Navy message traffic, as required, using C2 Official Information eXchange (C2OIX).
Validates student advancement eligibility prior to established deadlines through coordination with Career Counselor. Prepares performance evaluations, as necessary. Verifies whether advancement exams had been ordered by detaching command or if tests need to be ordered through local PSD.
Secures documents containing Personal Protected Information (PPI) in a certified lockable container or makes arrangements to have documents secured when documents are not in use.
Prepares correspondence IAW Navy Correspondence Manual. Receives drafts from supported Departments and reviews for compliance with instructions. Reformats, obtains appropriate signatures, files and sends to recipients as necessary.
Conducts class indoctrination in front of groups of up to 65 students.
QUALIFICATIONS, KNOWLEDGE AND SKILL REQUIRED:
High School diploma or GED.
Minimum of 4 years administrative experience or an Associate Degree in a business related field of study with 2 years experience or a Bachelor Degree in a business related field.
Strong background in Microsoft Office Suite to include Word, EXCEL Access and Power Point.
Possess a general knowledge of government purchasing requirements and be familiar with military structure.
Possess the ability to organize and meet timelines effectively.
Familiar with Privacy Act and Personal Identifiable Information (PII) requirements.
Excellent communication skills both oral and written and be able to interact with management, staff and students with NCTC Gulfport.
Ability to speak in public, conducting course indoctrination in front groups of up to 65 students
Physical and Environmental Requirements:
May be required to use computer screen for extensive periods of time.
Occasional lifting of 15 to 20 lbs.
Extended working hours and travel may be necessary
