The Superior Court of Fulton County Georgia (“Court”) has an exciting opportunity for an experienced Behavioral Health Technician within its Accountability Courts Division.
Superior Court is Georgia's busiest trial court of general jurisdiction. The Court seeks to provide a forum in which legal disputes between citizens can be resolved in a fair and efficient process with attention to equal access, impartiality, efficiency, and safety. Job Summary:
Manages the administrative functions of the Superior Court Accountability Court including managing assigned staff, developing records management policies and procedures, preparing assigned divisional budget, and purchasing divisional supplies.
Essential Duties:
This job description indicates, in general, the nature and level of work, knowledge, skills, abilities, and other essential functions (as covered under the Americans with Disabilities Act) expected of the incumbent. Administers daily operations of Superior Court Accountability Court. Provides general management and oversight of departmental functions; and develops and implements records management policies and procedures ensuring compliance with local, state and federal regulations.
Supervises, directs, and evaluates assigned staff. Develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.
Oversees the re-creation and preservation of records, including volumes of deed books, property indexes, and criminal court records. Creates strategic plans to transfer court records from microfilm or other storage media to secure electronic storage.
Forecasts budgetary needs and develops, prepares, and submits annual budget for assigned division. Approves or denies specific expenditures; and monitors expenditures for compliance with approved budget.
Evaluates supply and equipment inventory for assigned division and purchases items as needed: coordinates the preparation, evaluation, and recommendation of departmental purchasing bids; creates purchase orders; verifies incoming orders and accuracy of invoices.
Analyzes, researches, and determines workflow problems within assigned division and develops correctional action plans.
Qualifications:
Knowledge, Skills, and Abilities:
Requires knowledge of principles and practices of public, business or judicial/court administration. All laws, rules, and regulations governing public and court administrative operations. Court practices and procedures. Legal terminology related to court operations. Techniques used to conduct legal research.
Requires skill in the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.
Human Interaction: Requires the ability to function in a managerial capacity for a division or organizational unit; includes the ability to make decisions on procedural and technical levels. Resolving problems and making decisions.
Technology: Using spreadsheet, database, word processing, presentation, and other software to research legal issues, organize and analyze information, prepare reports, and create and deliver effective presentations.
Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.
Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions; to deal with several concrete and abstract variables; and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.
Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving broader aspects of organizational programs and operations, moderately unstable situations, or the direction, control and planning of an entire program or set of programs.
Education and Experience:
Bachelor’s Degree in business, public administration, or related field required; and five or more years of progressively responsible management experience (court system or legal field preferred), and seven or more years of experience in the field including lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Licensing Requirements:
May require a valid Georgia driver’s license. Affirmation as a sworn Deputy Clerk of the Court.
Physical Requirements:
Physical Ability: Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
