    Location: Washington, DC

     

    Swingtech is currently seeking a Contract Specialist with 6+ years of experience to assist our client in providing contractor personnel support to aid in the Procurement Services department. This person will be able to follow Statements of Work through to the Application stage and then into Source Selection.

     

    Responsibilities:

    • Process Purchase Requests through Ariba (procurement system)
    • Perform funding realignments and administer incremental funding
    • Review and draft Statements of Work, Independent Government Cost and Justifications and Approvals for Sole
    • Communicate with Government Technical Monitors, ContractingOfficer’s Representatives and Contracting Officers
    • Perform and obtain market research
    • Obtain funds certification for purchase requests
    • Manage de-obligation or de-commitment of funds
    • Complete electronic search for contract history and status of contracts
    • Lead contract file creation and maintenance and proper file management
    • Create DOS Visit Authorization Requests for building access
    • Provide expert guidance to Program Offices on their current and/or upcoming acquisitions
    • Provide support to other Procurement Analysts in all areas of the Federal Acquisition Regulation(FAR).
    • Ensure compliance with program regulations.
    • Track contract quotes, requests for modifications, and reports.
    • Communicate orally in order to brief customers on proposed acquisition cycles award processes
    • Acting as a business adviser providing advice to the program offices

    Experience:

    • 6+ years of primary contracting role
    • FAC-C Level II or III certified
    • Experience drafting Statements of Work and following process of Source Selection
    • Proficient in the use of Microsoft Office Suite
    • Proficient in the use of ILMS Ariba or similar electronic procurement system
    • Excellent communication skills
    • Excellent analytical skills
    • Contract file creation and management skills
    • Knowledge of Procurement Information Bulletins a plus
    • Must be fully conversant in theory and application of key FAR Subparts
    • Must possess working knowledge and experience in working with major contract types (FFP, T&M, LH) contract vehicles (BPAs, IDIQs, etc.), small business contracts, simplified and large acquisitions and similar contracting concepts
    • Excellent communication, organization, and interpersonal skills
